Population detection profiles of DMSP-OLS night-time imagery by regions of the world

One emerging application of night-time light imagery focuses on estimating levels of access to electricity globally (Doll & Pachauri, 2010; Elvidge et al., 2010). A central consideration of such studies is the population density which can be consistently detected from night-time light imagery. Whilst numerous studies have addressed the relationship to light and population statistics in order to predict population, the use of spatially explicit population databases allows for a more detailed description of these relationships. This paper reports the variation of different detection profiles of two publically available gridded population datasets. These are disaggregated by region to reveal a vast contrast in what we may assume to be observable population in different parts of the world. A dynamic trend emerges with respect to levels of development with the most developed nations hypothesized to be the theoretical minimum observable population density. Beyond contributing to the analysis of areas of the world without access to electricity, more fundamentally, this analysis addresses a basic question about night-time lights and how it relates to population globally and in particular the relative merits of two commonly used population databases.

Assim, este artigo faz uma revisao da literatura de varias politicas que geram co-beneficios climaticos e de saude em diversos setores e ilustra atraves de uma serie de casos como a abordagem por sistemas pode levar a inovacoes em governanca urbana que levem ao desenvolvimento de cidades mais sustentaveis e saudaveis.

Governance and networks for health co-benefits of climate change mitigation: Lessons from two Indian cities

Health has been the main driver for many urban environmental interventions, particularly in cases of significant health problems linked to poor urban environmental conditions. This paper examines empirically the links between climate change mitigation and health in urban areas, when health is the main driver for improvements. The paper aims to understand how systems of urban governance can enable or prevent the creation of health outcomes via continuous improvements in the environmental conditions in a city. The research draws on cases from two Indian cities where initiatives were undertaken in different sectors: Surat (waste) and Delhi (transportation). Using the literature on network effectiveness as an analytical framework, the paper compares the cases to identify the possible ways to strengthen the governance and policy making process in the urban system so that each intervention can intentionally realize multiple impacts for both local health and climate change mitigation in the long term as well as factors that may pose a threat to long-term progress and revert back to the previous situation after initial achievements.

Recent Developments in Ocean Energy and Offshore Wind: Financial Challenges and Environmental Misconceptions

The first generation of (pre-commercial) ocean energy devices emerged in 2008, but comparatively little practical commercial development has taken place in wave and tidal power since then. Currently offshore wind power is in a sense the only true commercial deployment of an ocean energy technology seeing wide-scale adoption. Recently, several developments related to tidal energy are taking place, though progress in wave power devices remains disappointing, with several companies facing financial difficulties. This paper presents a review of recent developments in ocean energy and discusses the financial challenges and environmental misconceptions regarding such technologies.
