ABSTRACT This article considers tourism as a primary element of the developmental process at both the individual and collective level. Two actions, specially desirable in the case of Third World countries, are proposed. The first action is to raise the level of knowledge and competency vis-a-vis the tourism phenomenon in the host community. The goal of this action is a plan for tourism development and promotion based on the authentic and well realized amenities and resources of the community. The second action consists in preparing tourists to acquire an inner knowledge of themselves as well as to become familiar with the regions or countries that they visit. This article emphasizes the necessity of this developmental process for Third World countries in order to regain a truly endogenous tourism.
