O mito do declíneo do Welfare State.

The impacts of the process of globalization on the social politics and on the future of the Welfare State is a matter of great controversy in the academic environment, especially in Brazil. A group of authors affi rm that a �crisis� took place, which consequently �ruined� the project of the Welfare State. (DEMO, 2002). On the other hand, some authors defend an opposite position, arguing that against all expectations the Welfare State resisted surprisingly well, revealing itself a �solid� institution (THERBORN, 1995) in all of the advanced and modern societies. Therefore, the aim of this article is to discuss the concept of the Welfare State and of social politics and to investigate in what extent this model still exists.

Sistemas de protecao social e o SUAS: analise de um sistema em construcao ( Systems of social protection and the Public System of Social Assistance – SUAS : analysis of a system under construction )

EnglishThis article presents one of the innovatory forms of analysis the systems of social protection that recently appeared in the international literature. Subsequently, that discussion will be articulated with the dynamic of the structuring of the Brazilian system of social protection, in special the Public System of Social Assistance - SUAS. This system is inserted in a path dependency, which infl uence the Brazilian system of social protection, giving those certain characteristics and specifi cities. Finally, this article aims to establish parallels with the introduction of the SUAS in the regions North, Northwest, Valleys of the Jequitinhonha and Mucuri of the state of Minas Gerais. portuguesEste artigo apresenta uma das formas inovadoras de conceber e analisar as politicas de protecao social, recentemente surgidas na literatura internacional. Posteriormente, vislumbra-se a articulacao dessas analises com a dinâmica de estruturacao do sistema de protecao social brasileiro, em especial o Sistema Unico de Assistencia Social - SUAS. Esse sistema encontra-se inserido numa trajetoria historica que infl uencia e direciona as politicas de protecao, dando-lhe determinadas caracteristicas e especifi cidades. Por fi m, este artigo busca estabelecer paralelos com a implantacao do SUAS nas regioes Norte, Noroeste, Vales do Jequitinhonha e Mucuri, do Estado de Minas Gerais.
