Educação Permanente em Saúde no Brasil: educação ou gerenciamento permanente?

Cristiane Lopes Simão Lemos

The scope of this study was to analyze the concept and principles of Ongoing Health Education (OHE) – the Brazilian acronym is PNEPS. The methodology was based on the analysis of documents from the Ministry of Health and related scientific articles. It was revealed that the concept of OHE transcends its pedagogical significance and is undergoing a service restructuring process in the face of the new demands of the model. Precisely at the time in which jobs are increasingly unstable and precarious, the Ministry of Health engages in discourse regarding innovative management, focusing on the issue of OHE. The idea is not one of ongoing education, but of ongoing management. Rather than being an instrument for radical transformation, OHE becomes an attractive ideology due to its appearance as a pedagogical novelty. The scope of this study was to analyze the concept and principles of Ongoing Health Education (OHE) - the Brazilian acronym is PNEPS. Dengue is one of Brazils most important public health challenges. Activities for its prevention and control have been based on the strategy of integrated management proposed in health policies, in which the central actors are the Endemic Disease Control Agent(ACE) and the Community Health Agent (ACS). This study analyzes consensus opinions produced by ACSs and ACEs on theactions for incorporating ACEs into the teams of the Family Health Strategy (ESF). It is a qualitative study from a large municipality in Brazil in which dengue is endemic, using a focus group of professionals that is subsequently analyzed using Collective Subject Discourse Analysis, supported by WebQDA. The results indicate consensus positions in relation to the following subjects: I) difficulty in the process of integration of ACSs and ACEs for control of dengue; II) inclusion of ACEs in the primary healthcare of the ESF; and III) absence of monitoring and assessment of the integrated actions. In conclusion, there are needs: to make participants more aware, seeking changes in behavior; to offer an environment of support to those involved with training courses about dengue; and to monitor the process of integration, and evaluate it periodically, creating indicators of quality and quantity.Dengue is one of Brazil’s most important public health challenges. Objective: Analyze the contributions of integration of the Dental Clinic (DC) and the academic discipline of Dentistry and Society (DS) in training students in the course. Material and Methods: The method used was a qualitative approach, with analysis of documents and semi-structured interviews with students, professors, and patients. The Bardin thematic analysis technique was used to obtain results. Results: Positive impacts were related to the possibility of a more comprehensive approach, emphasizing the human aspects of patient care. Stress points were related to the routine of the dental clinic, patient screening, integration of professors from different areas, communication, and lack of student commitment. Conclusion: The proposal for integration of the DC and of the DS academic discipline is innovative in relation to academic training, with progress in overcoming the fragmented perspective of the dentistry student, allowing greater emphasis on the human aspects of patient care. Nevertheless, it was observed that implementing an integrated course plan is a slow process that depends on the engagement and commitment of those involved to move beyond the traditional educational model centered exclusively on physical cure and technical activity.
