Expectations and the Emergence of Nanotechnology

Although nanotechnology is often defined as operations on the 10-9 meters, the lack of charisma in the scale-bound definitions has been fortified by remarkable dreams and alluring promises that spark excitement for nanotechnology. The story of the rhetorical development of nanotechnology reveals how speculative claims are powerful constructions that create legitimacy in this emerging technological domain. From its inception, nanotechnology has been more of a dream than reality, more fiction than fact. In recent years, however, the term nanotechnology has been actively drawn toward the present to begin to deliver on the fantastic expectations. This debate over time and timing is loaded with paradox. This work examines how future claims work to define what counts as nanotechnology and reveals dilemmas that accompany temporal disjunctures. Science and politics converge in debates about the future of technology as expectations serve to create and enforce power and legitimacy in the emerging area.

Plausibility and probability in scenario planning

Purpose – The purpose of this paper is to explore extant distinctions between plausibility and probability in scenario planning and re-frame the either/or stance in the literature within a broader set of methodological choice possibilities. Design/methodology/approach – The paper surveys the history of both terms in both the English language and more narrowly within scenario planning, critically assessing the confusions that have arisen. The paper questions the distinctions that have been made and offers a richer set of combinations to open up the methodological space available. Findings – The paper suggests that the either/or stances that have been dominant in the literature – and even shaped distinctions between different schools of scenario planning – must be surpassed by a richer set of combinations that open up new methodological approaches and possibilities. Research limitations/implications – This is a conceptual and exploratory paper. Therefore the findings are propositions and tentative. Practical implications – The paper opens up new ways of producing scenarios and may dissolve some of the infertile distinctions that have plagued the field to now. Originality/value – The paper dilutes distinctions that have been accepted for decades and opens up new possibilities in the scenarios field, which is growing and is now producing some 2,200 peer-reviewed articles/year in English alone as per the EBSCO database.

Negotiating Plausibility: Intervening in the Future of Nanotechnology

The national-level scenarios project NanoFutures focuses on the social, political, economic, and ethical implications of nanotechnology, and is initiated by the Center for Nanotechnology in Society at Arizona State University (CNS-ASU). The project involves novel methods for the development of plausible visions of nanotechnology-enabled futures, elucidates public preferences for various alternatives, and, using such preferences, helps refine future visions for research and outreach. In doing so, the NanoFutures project aims to address a central question: how to deliberate the social implications of an emergent technology whose outcomes are not known. The solution pursued by the NanoFutures project is twofold. First, NanoFutures limits speculation about the technology to plausible visions. This ambition introduces a host of concerns about the limits of prediction, the nature of plausibility, and how to establish plausibility. Second, it subjects these visions to democratic assessment by a range of stakeholders, thus raising methodological questions as to who are relevant stakeholders and how to activate different communities so as to engage the far future. This article makes the dilemmas posed by decisions about such methodological issues transparent and therefore articulates the role of plausibility in anticipatory governance.

Time matters: Temporal harmony and dissonance in nanotechnology networks

Temporally bound concepts operate regularly yet opaquely in the management of new technologies. Emerging technologies are particularly caught in time and can be said to be in a process of becoming. Yet works concerned with innovation tend to leave time black-boxed as the future, the past and a now. What is missing is a recognition and confrontation of the diversity of temporal horizons and, more broadly, the constructions of time that are negotiated by heterogeneous actors within any technological frame. This article delves into the anatomy of time in new technologies and seeks to understand the coding mediations that occur in the nanotechnology arena. The case of nanotechnology – due to its emergent properties, affinity with science fiction and inexhaustible promises – is taken up with an analytic exploration of network participants’ perspectives on time. Departing from empirical evidence within the nanotechnology arena, the focus is to explore the meanings and dilemmas implicated in disparate temporal horizons. Particular emphasis is placed on the effects of temporal diversity latent in discourses of the future as they relate to the formulation of a new technological domain.

Nanotechnology in the City: Sustainability Challenges and Anticipatory Governance

Visions about the use of nanotechnologies in the city, including in the design and construction of built environments, suggest that these technologies could be critically important for solving urban sustainability problems. We argue that such visions often overlook two critical and interrelated elements. First, conjectures about future nano-enhanced cities tend to rely on flawed concepts of urban sustainability that underestimate the challenges presented by deeply-rooted paradigms of market economics, risk assessment, and the absorption of disruptive technologies. Second, opportunities for stakeholders such as city officials, non-governmental organizations, and citizens to consider the nature and distribution of the potential benefits and adverse effects of nano-enabled urban technologies are rarely triggered sufficiently early. Limitations in early engagement will lead to problems and missed opportunities in the use of nanotechnologies for urban sustainability. In this article, we critically explore ideas about the nano-enhanced city and its promises and limitations related to urban sustainability. On this base, we outline an agenda for engaged research to support anticipatory governance of nanotechnologies in cities.

Energy Futures: Five Dilemmas of the Practice of Anticipatory Governance

Public participation has become standard practice in both environmental communication and science and technology studies, with such engagement increasingly moving “upstream” to the early stages of technological development. One framework for these activities is anticipatory governance, in which foresight and public and stakeholder engagement are used to reflect on—and direct—the impacts of new technology. In this essay we draw on our experience of anticipatory governance, in the shape of the “NanoFutures” project on energy futures, to present a reflexive analysis of engagement and deliberation. We draw out five tensions of the practice of deliberation on energy technologies. Through tracing the lineages of these dilemmas, we discuss some of the implications of these tensions for the practice of civic engagement and deliberation in a set of questions for this community of practitioner-scholars.

Experiments in engagement: Designing public engagement with science and technology for capacity building.

Public engagement with science and technology is now widely used in science policy and communication. Touted as a means of enhancing democratic discussion of science and technology, analysis of public engagement with science and technology has shown that it is often weakly tied to scientific governance. In this article, we suggest that the notion of capacity building might be a way of reframing the democratic potential of public engagement with science and technology activities. Drawing on literatures from public policy and administration, we outline how public engagement with science and technology might build citizen capacity, before using the notion of capacity building to develop five principles for the design of public engagement with science and technology. We demonstrate the use of these principles through a discussion of the development and realization of the pilot for a large-scale public engagement with science and technology activity, the Futurescape City Tours, which was carried out in Arizona in 2012.

Against blank slate futuring: Noticing obduracy in the city through experiential methods of public engagement

Changing relations between science and democracy – and controversies over issues such as climate change, energy transitions, genetically modified organisms and smart technologies – have led to a rapid rise in new forms of public participation and citizen engagement. While most existing approaches adopt fixed meanings of ‘participation’ and are consumed by questions of method or critiquing the possible limits of democratic engagement, this book offers new insights that rethink public engagements with science, innovation and environmental issues as diverse, emergent and in the making. Bringing together leading scholars on science and democracy, working between science and technology studies, political theory, geography, sociology and anthropology, the volume develops relational and co-productionist approaches to studying and intervening in spaces of participation. New empirical insights into the making, construction, circulation and effects of participation across cultures are illustrated through examples ranging from climate change and energy to nanotechnology and mundane technologies, from institutionalised deliberative processes to citizen-led innovation and activism, and from the global north to global south. This new way of seeing participation in science and democracy opens up alternative paths for reconfiguring and remaking participation in more experimental, reflexive, anticipatory and responsible ways.

Seeing the city: photography as a place of work

During the Futurescape City Tours, sponsored by the Center for Nanotechnology in Society, citizens engaged in an urban walking experience that involved observing, documenting and deliberating about the past, present and future of technology in the urban environment. Central to this experience was the use of photography as the place of work where the citizen-photographers created a visual language to grant meaning and structure to their experience and deliberations. Drawing on Barthe’s (1980) idea of semiology as a construction of meaning through the exploration and identification of systematic regularities of signs and objects, as well on Benjamin’s (1999) notion that there is no photography without discourse, this paper demonstrates what these individuals see as their relationship to their city as portrayed through photographic observations. This paper aims to empirically illustrate the uses and power of an image to mediate discourse and representations of technological change in the city. Further, it opens a scholarly conversation on role of visual cultures in the construction of the necessary capacities among individuals to critically reflect on their role as technological citizens toward better understanding pathways to sustainability. To do so, we conducted a visual ethnography of the participants’ photographic images and captions. By pushing the boundaries of photography beyond an artistic practice into the realm of public engagement, we demonstrate the ways in which “a camera is a tool for learning how to see without a camera,” as Dorothea Lange once stated.
