Regional Vulnerability in Okinawa Prefecture

The remote island in Okinawa prefecture is roughly typified by the island which is the tourist resort and is not the tourist resort. Both islands have some severe problems. The former islands have problems; drought water, waste disposal and succession of tradition. On the other hand, decrease in population and aging are progressing in the latter islands.

Community governance needs a small group discussion among community people to identify their concerns, to share them each other and to generate better alternatives for solving problems. A planner should manage the discussion to achieve these objectives. This study analyzed the small group discussion in the community disaster risk management by using text mining. Correspondence analysis was applied to the text data of the discussion. Analytical results revealed the characteristics and effects of small group discussion.

Regional Analysis for Disaster Mitigation in a Depopulated and Aged Island Society

A detached island in Okinawa Prefecture is roughly typified by an island that is a tourist resort or not a tourist resort. Both types of islands have important problems. The resort islands have problems such as drought, waste disposal and succession of tradition. On the other hand, aging and a decrease in the population are progressing in islands that are not resorts. This study focused on the Tonaki Village, a small island that is not a resort. The Tonaki Island has a population of 440 with an elderly ratio of approximately 40%. According to the Okinawa tsunami and high tide assessment damage report, if an earthquake occurs off the Kume Island north of Tonaki a tsunami is predicted to arrive at this island in 16 minutes. Furthermore, the entire community will be flooded by high tide. The purpose of this study was to develop a planning system for disaster risk mitigation suitable for this region. In this paper, I clarify problems with the structure of the social network that pays attention to the support persons required at the time of a disaster by investigating the resident’s daily life activities and association with neighbors. A Study of the Evaluation of Mitigation Value of Natural Open-Space Focused on Evacuation Action

都市域の自然的空間は生活者にとって日常時には遊び空間であり、震災時には減災空間である。本研究では、特に、震災時の避難行動に着目して自然的空間の減災価値評価を行った。まず、交通施設等による地域の分断を考慮し、さらに、町丁目の隣接関係を表現したグラフを作成した。そして、これを用いた1次避灘行動に関するシミュレーションを行い、避難が困難な地区を示した。さらに、空間毎の想定避難人数を算出した。次に、空間の広さ・水の有無・緑の量と配置に着目して避難空間としての安全性を評価した。さらに、一時的な避難生活を想定し、2次避難行動からみたときの空間の減災価値について述べた。

都市において水害は多発しておりその被害の形態も多様化している.浸水のリスク軽減のためには, 都市生活者の参加が不可欠であり, また都市生活者が浸水をどの程度リスクとして認知しているのかを把握するとともに, リスクを認知しにくくしている状況を改める必要がある. その一環として本研究では, 市民ならびに雨水の管理に関わりの深い市民団体を対象としたアンケート調査を行った.その結果浸水リスクの認知のためには, 都市の危険箇所など適切な情報を提供することが重要であること, 都市生活者が浸水リスクを認知することにより積極的に情報を活かし, また浸水被害軽減対策への参加が促されることが示唆された. 浸水に対するリスクマネジメントにおいて都市生活者のリスク認知力向上を組み込む必要性が確認された.
