Production scheduling problems attract a lot of attention among applied scientists and practitioners working in the field of combinatorial optimization and optimization software development since they are encountered in many different manufacturing processes and thus effective solutions to them offer great benefits. In this work, two commonly used heuristic methods for solving production scheduling problems, namely, the Nearest Neighbor (NN) and Ant Colony Optimization (ACO) have been tested on a specific real-life problem and the results discussed. The problem belongs to the class of Asymmetric Travelling Salesman Problems (ATSP), which is known as a hard type problem with no effective solutions for large scale problems available yet. The performances of the Nearest Neighbor algorithm and the Ant Colony Optimization technique were evaluated and compared using two criteria, namely: the minimum value of the objective function achieved and the CPU time it took to find it (including the statistical confidence limits). The conclusions drawn suggest that on one hand the ACO algorithm works better than NN if looking at the achieved minimum values of the objective function. On the other hand, the computational time of the ACO algorithm is slightly longer. http://dx.doi.org/10.5755/j01.itc.40.2.426

Large-scale of multidimensional recognitions of emotional diagnosis of disabled persons often generate large amount of multidimensional data with complex recognition mechanisms. The problem is to reveal main components of diagnosis and to construct flexible decision making support system. Sensors can easily record primary data, however the recognition of abnormal situations, clusterization of emotional stages and resolution for certain type of diagnosis is oncoming issue for bio-robot constructors. This paper analyses the possibilities of integration of different knowledge representation techniques, especially data mining methods, for development of the reinforcement framework with multiple cooperative agents for recognition of the prediction criteria of diagnosis of emotional situation of disabled persons. The research results present further development of model of framework with integration of the evaluation of data mining methods for wheelchair type robots working in real time by providing movement support for disabled individuals.

AbstractOur research concerns the development of a unified coherent framework for evaluating water contamination processes and solving environment protection problems according to sustainable development requirements. The research investigations are made according to the requirements of the European Union (EU) Water Framework Directive and Sustainable Development Strategy. The article describes the decision support processes, based on integration of distributed data warehouses that are on the responsibility of different institutions. The Water Resource Management Information System became the kernel component of a decision support system. We analyse the possibilities of composing e-services in a semi-automatic way for decision support by analysing data processes in the water management sector. The purpose – of the article is attached to the examination of information infrastructure for the assessment of water resource planning and water treatment activities, to provide data warehouse (DW) analysis measuring environmental and water pollution and indicators for the evaluation based on the requirements of sustainable development. Methodology – the analysis is performed by revealing the factors affecting sustainable development decisions. The insights of scientists are demonstrated by assessing the situation of environmental pollution, the appropriate search parameters, which allow revealing environmental and water contamination by waste water. Secondary data analysis was performed in order to reveal surface water contamination assessment districts in Lithuania and the Baltic Sea region and to summarise the results. It is very important for business activities to implement methods and tools based on a sense of responsibility for environmental pollution through the use of methods for increasing corporate responsibility, supporting measures to promote stimulation resulting in emission reduction, and efficiency of techniques. The paper presents the results of surface water pollution obtained according to the monitoring data and benchmarking analysis in the districts of Lithuania and the Baltic Sea. It can be concluded that the economic factors of enterprise functioning on the occasion of pollution also impacts the pollution of the Baltic Sea. More and more attention in the sustainable development of the implementation process should be given to decreasing population and increasing responsibility of economic operators for measures of environmental management levels: strategic and tactical planning, operational control, evaluation of economic, social and ecological balance. The regulatory importance in determining the impact on the environment should also be kept in mind. The results – were based on the obtained wastewater monitoring and benchmarking results of the analysis of economic operators and the impact of pollution on the contamination of the Baltic Sea. Pollution indicators are changing, but the statistical analysis of the data did not reveal any significant gradual decrease. It is important to control the resulting pollution of the environment, by constantly checking the operation of cleaning systems, and to carry out the ecological balance of the accounting. Research limitations – the implementation of innovative solutions in the economic development of areas, related factors affecting the sustainable development of the system and the change of their characteristics. The analysis of environmental performance solutions focus on such components as air, water, climate, landscape and biodiversity increase. The practical significance – of the study reveals sustainable development opportunities for wastewater compliance monitoring and water treatment sector activities; it identifies the existing problems that need to be addressed in order to ensure the quality of water and a clean environment. Originality/value – the article analyses the problems associated with environmental contamination situations and search for appropriate indicators, which provides an illustration of the water contamination processes in the Baltic Sea region. The results of the study demonstrate the quality of water pollution by means of the indicators provided by information infrastructure based on the implementation of sustainable development decisions. Research type: a conceptual analysis of the study and data delivery.

The aim of this research: to analyze the transaction methods and tools through a virtual intermediary providing electronic services and functions based on virtual agent generated added value to small and medium-sized business enterprises (SMB) based on transaction cost theory. Used methodology: through a complex and multi-faceted relationship analysis examining the virtual intermediary services to small and medium-sized enterprises, evaluating their performance, highlighting the added component of the value chain and benefits. The research methodology is based on the scientific literature, generalization and comparative analysis. The practical significance: the activities of business enterprises (corporations, organizations) are profitable, if usage of Information and Communication Technologies (ICT) is effective. ICT is becoming increasingly important in reducing business operating costs. E-services used in business transactions acquire special significance. European Union (EU) in the inner space in more than 20 million of SMEs and their work areas include more than 170 activities. Both internal and external competition encourages SME operators to increase operational efficiency. The article analyzes the cost-cutting options related to services provided by virtual intermediaries and has practical significance in the national and international companies. Originality/value: looking at cost reduction opportunities through a virtual agent functionality and value-added SME operator justification.
