Software and information services (SIS) have become a field of increasing opportunities for international trade due to the worldwide diffusion of a combination of technological and organizational innovations. In several regions, the software industry is organized in clusters, usually referred to as “knowledge cities” because of the growing importance of knowledge-intensive services in their economy. This paper has two primary objectives. First, it raises three major questions related to the attractiveness of different cities in Argentina and Brazil for hosting software companies and to their impact on local development. Second, a new taxonomy is proposed for grouping clusters according to their dominant business segment, ownership pattern and scope of operations. The purpose of this taxonomy is to encourage further studies and provide an exploratory analytical tool for analyzing software clusters.

In recent years new export opportunities have appeared for developing countries mainly due to the development of information and communication technologies (ICTs), which allow long-distance provision of a larger number of services (accountancy, finance, logistics, computer and information services, etc.) — the so-called information technology-enabled services (ITES).

Abstract We analyze the innovation process in the rural tourism (RT) sector in Argentina. The identification of a differentiated attribute is key for the success of RT initiatives. This often involves a collective action and a self-discovery process. As RT is a package of services, complementation among different providers is needed. Hence, public policies may facilitate coordination and cooperation among RT providers. The fact that RT groups are formed by small and micro producers located in rural and often poorly connected areas is the main obstacle for innovation. The effects of RT initiatives are hard to measure, but they are seemingly important at the local level.
