Abstract This paper deals with the decision-aiding process in large-scale crisis such as natural disasters. It consists in four phases: decision context characterisation, system modelling, aggregation and integration. The elements of the context, such as crisis level, risk situation, decision-makers, problem issue are defined through the characterisation phase. At the feared event occurrence, these elements will interact on a target system. Through the model on this system, the consequences to stakes could be assessed or estimated. The presented aggregation approaches will allow taking the right decisions. The architecture of a Decision Support System is presented in the integration phase.

This paper deals with the development of a Decision Support System (DSS) for infrastructure network vulnerability analysis in the natural disaster context. The developed DSS named VESTA supports dynamic modelling and interdependence modelling. The issues in this particular decision context are identified. Characteristics to be respected and the software architecture are also presented. The strengths of the DSS and its functionalities are highlighted. It calculates parameters by a simulation based on a vulnerability model. This paper discusses the implementation granularities of and the use of such a DSS.

The realization of most complex infrastructures requires project formalism. The main observation in the project management field is the cost and delay overrun. This situation is due to the difficulty to predict risks that can occur during realization phase. There is a need of a model to formalize risks and projects attributes for a relevant analyze. A conceptual framework is the first step for this purpose. The objective of this paper is then to propose a conceptual model for project management process in risk situation. Our proposal is a base that can be use to assess the project risk indicator, the analysis of its variants, the determination of risky critical path etc.
