Technical and socioeconomic impacts of malfunctioning waste management plants: A case study from Spain

Municipal waste management has a great impact on the sustainability of human processes and green policies, especially in urban sites. Although it could be achieved the full separation of the reusable and recyclable items and the complete elimination of the organic material present in it, many waste components must still be processed in waste treatment facilities. Accordingly, since the 90s, in Spain, several policies and regulations have been implemented to ensure that the new plants and the current operating municipal waste facilities were efficient, environmentally friendly and competitive. However, real conditions at these plants often differ from its intended behaviour, entailing great technical, economical and administrative impacts.

This paper presents a self-designed simulator cabinet intended to analyse the electrical properties and various types of electrical faults in Very High Voltage AC Power Transmission Lines (400 kV) through a Low Voltage (400 V) Pi model. Three different lengths of aerial power line (46 km, 92 km and 138 km) are modelled and simulated by calculating appropriate current, admittance and impedance scale factors in order to retain the electrical power properties of the High Voltage line. The simulator cabinet developed allows users to apply operating procedures just as in a real-life substation and study the consequences of single-phase, two-phase and three-phase electrical faults. The device is part of an effective micro-grid model connected to a HV bus, making it a powerful tool for both research and educational purposes.
