Barriers to Mental Health Service Utilization

This study examines the system dimensions of need, barriers to receiving services, and utilization within a single mental health service area. The gap between estimates of service need and service utilization is conceptualized as due to a set of specific barriers covering the access attributes of availability, accessibility, acceptability and affordability.Data from community telephone surveys (N=2183) of mental health need are analyzed to determine the relationship between the system dimensions of need, barriers and utilization. Respondents were able to distinguish among different types of service barriers. Those in the service gap were potentially more influenced by barriers than the rest of the sample, as were, paradoxically, those who had utilized services within the past year. The implications of these findings for service provision and system design are discussed.

Teaching Planning Methods: Some Further Questions and Directions

The ongoing discussion of the content and teaching of planning methods is a positive force in the continuing development of planning as a maturing discipline. I had prepared a BOTED (back-of-the-envelopediscussion) for the Atlanta meetings entitled &dquo;Critical Epistemology of Planning Methods&dquo; in which I attempted to first lay out a conception of planner and then to discuss the types of methods needed for that planner to be effective. My conception of planner is a &dquo;hybnd&dquo; one who is both politically astute and methodologically competent.

Maturity and Leadership in the Planning Academy

This paper begins to formalize a conception of maturity and leadership in the planning academy. Building on a pair of seminal papers by Krueckeberg (1984, 1985) and recent literature on academic unit leadership, this paper presents a descriptive and analytic overview of the planning academy and compares and contrasts leadership in planning education units against a situational model of academic leadership. The paper concludes with an agenda of possible research and programmatic directions designed to advance the intellectual field of planning thereby enhancing its institutional maturity.
