The context of control: A cross‐national investigation of the link between political institutions, efficacy, and collective action

Most research on efficacy and participation in collective action has focused on single country samples with little attention paid to the relationship between efficacy and country-level structural factors. Drawing on value expectancy theory, we theorize a link between macro-level political institutions and micro-level efficacy. To address the previous limitations in the efficacy and collective action literature, we use multi-level, cross-national data, and present results from a series of hierarchical models testing whether efficacy increases collective action cross-nationally, whether political institutions affect efficacy, and whether the effect of efficacy on collective action is conditional on political institutions. We find that efficacy increases collective action, that certain political institutions increase efficacy, and that the effect of efficacy on collective action is partly conditional on the inclusiveness of a countrys political institutions. These findings suggest the insufficiency of purely structural as well as social psychological explanations of collective action.

“Cultures of Inequality”: Ethnicity, Immigration, Social Welfare, and Imprisonment

The authors discuss the shift from classic culture of poverty arguments to more contemporary uses of cultural variables in explaining criminal justice practices in Western industrialized countries. The authors use “cultures of inequality” to refer to the increasing taste or tolerance for inequality in the general population across nations. They also elaborate a potential link between perceived threat of others and growing tastes for inequality, thereby extending the classic threat hypothesis. Using country-level data and data from the World Values Survey, the authors find that countries with higher than average tastes for inequality also have higher income inequality, more population heterogeneity, and higher percentages of others in prison. However, people in these countries do not necessarily have more hostile attitudes toward others . The United States shares several characteristics with other Western countries but appears to be driving the difference in the mean taste for inequality between countries with low and high imprisonment of others .

The Limitations of Disability Antidiscrimination Legislation: Policymaking and the Economic Well‐being of People with Disabilities

Although Congress passed the Americans with Disabilities Act (ADA) to address, in large part, the declining economic well-being of people with disabilities—twenty years later—the trend has not reversed. To shed light on this puzzle, we use multilevel models to analyze Current Population Survey data from 1988 through 2012 matched with state-level predictors. We take a more nuanced approach than previous research and consider institutional factors related to the creation, enforcement, and interpretation of legislation, as well as individual demographics and employment situations. Our results show continual gaps in employment and earnings by disability status connected to the enactment of state-level antidiscrimination legislation, the number of ADA charges brought to the Equal Employment Opportunity Commission, and the results of ADA court settlements and decisions. Our findings suggest a complex relationship between legislative intent and policy outcomes, showcasing the multilayered institutional aspects behind the implementation of disability antidiscrimination legislation.

Strategic Action Fields and the Context of Political Entrepreneurship: How Disability Rights Became Part of the Policy Agenda

In the late 1960s and early 1970s, disability rights found a place on the U.S. policy agenda. However, it did not do so because social movement groups pressured political elites or because politicians were responding to changes in public preferences. Drawing from recent work in neo-institutionalism and social movements, namely the theory of strategic action fields, I posit that exogenous shocks in the 1960s caused a disability policy monopoly to collapse giving way to a new policy community. Using original longitudinal data on congressional committees, hearings, bills, and laws, as well as data from the Policy Agendas Project, I demonstrate the ways in which entrepreneurs pursued a new policy image of rights within a context of increasing committee involvement, issue complexity, and space on the policy agenda, and the consequences this had on policy.

Current Explanations for the Variation in Same-Sex Marriage Policies in Western Countries

Over the last ten years, several western countries have recognized gay marriage either by providing gay couples the same rights as heterosexual couples, or by allowing civil unions. Other western countries have not. What accounts for this variation? This paper reviews and analyzes the key demographic, institutional and cultural arguments found in the literature on the legalization of gay marriage – especially as these pertain to cross-national comparison – and raises questions about assumptions regarding the extent to which there is variation on these variables across western countries. I argue that institutional and cultural explanations are only meaningful in explaining legalization when their combinations are specified in order to shed light on favorable (or unfavorable) circumstances for policy outcomes.

Employment Outcomes Among Men and Women with Disabilities: How the Intersection of Gender and Disability Status Shapes Labor Market Inequality

Abstract Purpose This chapter assesses how gender and disability status intersect to shape employment and earnings outcomes for working-age adults in the United States. Methodology/approach The research pools five years of data from the 2010–2015 Current Population Survey to compare employment and earnings outcomes for men and women with different types of physical and cognitive disabilities to those who specifically report work-limiting disabilities. Findings The findings show that people with different types of limitations, including those not specific to work, experienced large disparities in employment and earnings and these outcomes also varied for men and women. The multiplicative effects of gender and disability on labor market outcomes led to a hierarchy of disadvantage where women with cognitive or multiple disabilities experienced the lowest employment rates and earnings levels. However, within groups, disability presented the strongest negative effects for men, which created a smaller gender wage gap among people with disabilities. Originality/value This chapter provides quantitative evidence for the multiplicative effects of gender and disability status on employment and earnings. It further extends an intersectional framework by highlighting the gendered aspects of the ways in which different disabilities shape labor market inequalities. Considering multiple intersecting statuses demonstrates how the interaction between disability type and gender produce distinct labor market outcomes.

Hierarchies of Categorical Disadvantage: Economic Insecurity at the Intersection of Disability, Gender, and Race

Intersectional feminist scholars emphasize how overlapping systems of oppression structure gender inequality, but in focusing on the gendered, classed, and racialized bases of stratification, many often overlook disability as an important social category in determining economic outcomes. This is a significant omission given that disability severely limits opportunities and contributes to cumulative disadvantage. We draw from feminist disability and intersectional theories to account for how disability intersects with gender, race, and education to produce economic insecurity. The findings from our analyses of 2015 American Community Survey data provide strong empirical support for hierarchies of disadvantage, where women and racial minority groups with disabilities and less education experience the highest poverty levels, report the lowest total income, and have a greater reliance on sources outside the labor market for economic security. By taking disability into account, our study demonstrates how these multiple characteristics lead to overlapping oppressions that become embedded and reproduced within the larger social structure.

Immigrant Political Participation in Europe: Comparing Different Forms of Political Action Across Groups

This paper compares participation in different forms of political action between natives,immigrants and non-citizen immigrants using data from thirteen European countries across six waves of the European Social Survey. The authors highlight problems associated with previous categorizations of political action, and find that when political action is disaggregated and relative participation between groups is examined, that immigrants’ patterns of participation are not substantially different from those of natives. When comparing citizen immigrants to non-citizen immigrants, previous research has suggested that citizenship acts as a “ticket” to non-institutional, unconventional, confrontational forms of political action. The authors’ findings instead suggest a more complicated relationship between immigrant/citizenship status and preferences for political action since citizenship may facilitate participation in both so-called institutional and extra-institutional activities depending on the context of action.

Elites, Policy and Social Movements

Abstract Given the growing interest in social movements as policy agenda setters, this paper investigates the contexts within which movement groups and actors work with political elites to promote their common goals for policy change. In asking how and why so-called outsiders gain access to elites and to the policymaking process, I address several contemporary theoretical and empirical concerns associated with policy change as a social movement goal. I examine the claim that movements use a multipronged, long-term strategy by working with and targeting policymakers and political institutions on the one hand, while shaping public preferences – hearts and minds – on the other; that these efforts are not mutually exclusive. In addition, I look at how social movement organizations and actors are critical in expanding issue conflict outside narrow policy networks, often encouraged to do so by political elites with similar policy objectives. And, I discuss actors’ mobility in transitioning from institutional activists to movement and organizational leaders, and even to protesters, and vice versa. The interchangeability of roles among actors promoting social change in strategic action fields points to the porous and fluid boundaries between state and nonstate actors and organizations.
