Feature selections have seen growing importance placed on statistics, pattern recognition, machine learning and data mining. Researchers have demonstrated the interest in the methods for improving the performance of their forecasting results. Therefore, this study proposes a feature selection approach, which based on minimize entropy principle approach. Experimental results have shown that the proposed model provided more average accuracy rate and stability then other methods.

The study focuses on construction the important indicators of digital literacy competences and hierarchy of learning. A fusion fuzzy Delphi questionnaire is proposed to solve the drawback of traditional Delphi Method. The expert opinions and the repeating time for survey could be decreased. Therefore the time and capital could be reduced.

Because of the insufficient teaching hours and the limited time for practice reading in a classroom, using internet can eliminate the restriction of when and where to teach. Through the publishing and broadcasting functions of the new online broadcasting media, podcast, teachers and students can post and share their reading experiences, which can supplement the insufficient reading instruction in a classroom. The objective of this study is to examine the effect of applying podcast, the educational broadcasting media, to reading instruction. From the students checkout records and the results of the survey, the conclusions derived are: 1. Incorporating podcasting in reading instruction has a positive impact on students reading behaviors. 2. Incorporating podcasting in reading instruction sparks students curiosity and motivates them to learn. 3. Student checked out at libraries more often. 4. Incorporating podcasting in reading makes students love reading.

The aim of this study was to establish information literacy competence standards among vocational education students for social change. The past-industrialized society has evolved into an information and knowledge-oriented society. Therefore, students need to polish their information literacy before they confront such a rapidly changing society. To establish these standards a set of DACUM (Developing A Curriculum) process and modified Delphi method were employed. Seven participants including field scholars, information professionals were invited to the DACUM committee for open discussions on definitions the items of information literacy competence. A questionnaire for the Delphi method was developed based on the results acquired from the DACUM process. After three rounds of Delphi method with these participants, the “information literacy competence standards for vocational education students” was established. Four levels and thirty two sub-items were identified.

Comparing lifelong learning in Taiwan, china, Korea and Japan, according to the EU’s lifelong learning quality indicators, Taiwan’s overall development of lifelong learning is better than China’s but the quality is far lower than that of neighboring countries. Among the 4 areas, Taiwan has a higher rate of participation in lifelong learning in area B; leads the other three countries in investment in education, educator and learning, and ICT in learning in area C. Taiwan government should follow the example of neighboring countries, regular public participation and lifelong learning conditions survey conducted as a reference for policy improvement.
