Abstract Instruction in the use of government information presents the librarian and the student with significant instructional and learning challenges. This article describes the conceptual framework and the evaluative methods used in credit courses covering United States and intergovernmental resources and taught by the librarians in the Documents/Maps Section at the Pennsylvania State University Libraries since 1979. Included is a discussion of how a variety of collaborative and partnership teaching models between academic faculty and library faculty can provide greater rewards for librarians and better fulfill student needs. It is argued that many hidden benefits accrue from such credit instruction, including enhancing faculty status, contributing to staff training, and improving awareness and knowledge of documents collections. Finally, suggestions for maximizing resources and minimizing workload in order to make such instruction more manageable in a busy library section are included. The article concludes that government documents librarians can contribute to the national goal of creating life-long learners by providing such credit instruction.

Abstract As Superintendent of Documents from 1991 to 1997 Wayne P. Kelley oversaw the Federal Depository Library Program (FDLP) move to a more electronic program through the introduction of GPO Access. Over that period, he also witnessed growing infringement of the commercial sector into government publishing and printing as government agencies have increasingly sought to privatize publication of commercially viable titles. Kelley sought, and continues to seek, ways to ensure free public access to these titles, particularly when government employees and resources have been used to create these information sources. During this interview, Kelley provided a number of insights into the Joint Committee on Printing’s (JCP) role in enforcing executive branch agency compliance with Title 44 and the implications for the future of the FDLP without a JCP or Title 44 revision.

Abstract In 1997, the U.S. Joint Committee on Printing (JCP) drafted legislation to modify Title 44 of the United States Code. The two goals of the proposed legislation were: (1) to protect public access to government information and (2) to resolve the constitutional question concerning the relationship between the Government Printing Office and the executive branch. This effort, is being spearheaded by Eric C. Peterson, JCP Staff Director. This interview with Mr. Peterson describes the legislation, its purpose, and the Committee’s efforts to gain passage of such legislation during the 105th Congress. Published by Elsevier Science Ltd
