Cities and regions in different political contexts might play different roles in building communities, but when the cities shrink, they share common elements of what can be characterized as a “shrinkage identity”. One well-documented element is the independence from the country political context and a certain dependence on the effects of globalization on local industries. It can be described as economic structural dependency. Two other potential elements received very little attention: social structural dependency (so-called instituted behaviour) and urban sprawl. Case studies from Germany and England and observations in Australia witness that these three elements are specifications of the same analogue on different levels: spatial mismatches of needs and urban functions. This paper poses questions related to the role of the spatial mismatch concept and particularly interrogates social structural dependencies and urban sprawl as examples. It suggests that the latter are certainly contributing to long-term urban shrinkage (as cause and effect) and that spatial mismatches in general are hardly discussed as reasons for it.

Climate change (CC) is an increasing societal concern for many countries around the world, and yet international negotiations continue to make slow progress. CC is an issue that is proving difficult to address using traditional approaches to information provision and education. This article reviews the development of climate and CC games and simulations in recent years as an alternative and novel way of addressing CC issues and communicating with decision makers. It gives an overview of published CC games and analyses a selection of 52 sophisticated CC games in detail. The results allow comparisons of the temporal development of climate games, actors involved in CC game development, game formats, and game subjects. Many climate games appeared around the time of the UN climate negotiations in Copenhagen in 2009, with an increasing number of commercial game developers entering the field. Role-play and management games dominate the scene, but we see a rapid increase in the number of online games or games with an online component. Both local and global mitigation issues are frequently addressed and as yet few games focus on adaptation to CC.

This paper identifies the literature that deals with adaptation to climate change in the transport sector. It presents a systematic review of the adaptations suggested in the literature. Although it is frequently claimed that this socially and economically important sector is particularly vulnerable to climate change, there is comparatively little research into its adaptation. The 63 sources we found are analysed following an action framework of adaptation. This distinguishes different adaptational functions and means of adaptation. By an open coding procedure, a total of 245 adaptations are found and classified. The paper shows a broad diversity of interdependent actors to be relevant—ranging from transportation providers to public and private actors and households. Crucial actors are hybrid in terms of being public or private. A substantial share of the identified adaptations follows a top-down adaptation policy pattern where a public or hybrid operator initiates action that affects private actors. Most of the exceptions from this pattern are technical or engineering measures. Identified adaptations mostly require institutional means, followed by technical means, and knowledge. Generally, knowledge on adapting transport to climate change is still in a stage of infancy. The existing literature either focuses on overly general adaptations, or on detailed technical measures. Further research is needed on the actual implementation of adaptation, and on more precise institutional instruments that fill the gap between too vague and too site-specific adaptations.

Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities.

Cities are recognised as key players in global adaptation and mitigation efforts because the majority of people live in cities. However, in Europe, which is highly urbanized and one of the most advanced regions in terms of environmental policies, there is considerable diversity in the regional distribution, ambition and scope of climate change responses. This paper explores potential factors contributing to such diversity in 200 large and medium-sized cities across 11 European countries. We statistically investigate institutional, socio-economic, environmental and vulnerability characteristics of cities as potential drivers of or barriers to the development of urban climate change plans. Our results show that factors such as membership of climate networks, population size, GDP per capita and adaptive capacity act as drivers of mitigation and adaptation plans. By contrast, factors such as the unemployment rate, warmer summers, proximity to the coast and projected exposure to future climate impacts act as barriers. We see that, overall, it is predominantly large and prosperous cities that engage in climate planning, while vulnerable cities and those at risk of severe climate impacts in the future are less active. Our analysis suggests that climate change planning in European cities is not proactive, i.e. not significantly influenced by anticipated future impacts. Instead, we found that the current adaptive capacity of a city significantly relates to climate planning. Along with the need to further explore these relations, we see a need for more economic and institutional support for smaller and less resourceful cities and those at high risk from climate change impacts in the future.

This paper discusses the perceived impacts of weather-related extreme events on different social groups in New Delhi, India. Using network statistics and scenario analysis with the Fuzzy Cognitive Mapping as part of a vulnerability analysis, the investigation provides quantitative and qualitative measures to compare impacts and adaptation strategies for different social groups. Impacts of rain events and heat waves are considered and differ across groups. Rain events affect the lower income classes more, while heat waves are the bigger burden for higher income classes. Overall, the strength of perceived impacts is larger for lower income classes, directly threatening their daily incomes. Urban managers have no immediate feedback on their livelihood, but often refer to health issues. The strongest effect on ameliorating burdens is investments in schemes to ease traffic, e.g., by improving the sewage and drainage infrastructure paired with other supply side measures to enable transport of goods for lower income classes during rain. During heat events, improving the water supply situation would reduce burden for all, while constant electricity supply is an effective means in reducing burden for the higher income classes in particular. Our analysis suggests that improvements in the water supply and sewage infrastructure would be the most suitable first step to initiate a well-planned adaptation strategy for all social groups.

Climate change is acknowledged as the largest threat to our societies in the coming decades, potentially affecting large and diverse groups of urban residents in this century of urbanization. As urban areas house highly diverse people with differing vulnerabilities, intensifying climate change is likely to shift the focus of discussions from a general urban perspective to who in cities will be affected by climate change, and how. This brings the urban equity question to the forefront. Here we assess how climate change events may amplify urban inequity. We find that heatwaves, but also flooding, landslides, and even mitigation and adaptation measures, affect specific population groups more than others. As underlying sensitivity factors we consistently identify socioeconomic status and gender. We synthesize the findings with regard to equity types – meaning outcome-based, process-oriented and context-related equity – and suggest solutions for avoiding increased equity and justice concerns as a result of climate change impacts, adaptation and mitigation.

This article provides a review of recent scientific literature on social vulnerability to climate change, aiming to determine which social and demographic groups, across a wide range of geographical locations, are the most vulnerable to climate change impacts within four well-being dimensions: health, safety, food security, and displacement. We analyze how vulnerability changes over time and ask whether there is evidence of critical thresholds beyond which social vulnerability drastically changes. The review finds that climate change is expected to exacerbate current vulnerabilities and inequalities. The findings confirm concerns about climate justice, especially its intergenerational dimensions. For example, deficiencies in early childhood may limit future educational and income generation opportunities. Evidence of clear thresholds is rare and is mainly related to the vulnerability of different age groups, household income level, and the impacts of different degrees of global warming.

Abstract This paper presents an approach to qualitative and spatial assessment of slum population numbers in Hyderabad, India using circle-based population data from the Census of India and results of the analysis of high resolution QuickBird satellite image data (2003) derived from automatic line detection and lacunarity algorithm. This approach provides plausible and spatially explicit aggregate statistics of slum population numbers within the city. This work suggests that both over- and underreporting of slum population numbers does occur in Hyderabad, and provides an improved view on the slum distribution patterns within this urban agglomeration.

This article introduces QuAG, a role-playing game, to enhance understanding of urban development through a social simulation. The participants represent actors of city development, divided into moving (e.g., residents, industry, retail) and nonmoving actors (e.g., planners, politicians). Development is performed by the relocation of actors between urban and suburban areas depending on the regions’ attractiveness and the actors’ preferences. An area’s attractiveness varies with the location changes of actors and the manipulation by planners. The game is based on a qualitative computer model with similar rules and elements. The role-play was effective in two ways: it sensitized participants to the interdependencies among actors and their contribution to a region’s attractiveness and made the computer model more tangible to them. If a similar impact of the planning measures in the game can be expected in the real world, the effects of investments can provide strong incentives for the movers.
