Gender Budgets: A Capability Approach

Tindara Addabbo; Diego Lanzi; Antonella Picchio

Abstract Feminist studies have developed several tools to assess the gender impact of public policy and of budgets in particular. In this paper we introduce an innovative approach to the gender auditing of public budgets inspired by the capability approach. First, we expand the scope of the assessment of the policy impact taking into account women’s multidimensional well‐being and the contribution of their unpaid work to other people’s well‐being. Second, we use a macro‐economic feminist perspective to make the capability approach operational in the policy space. Within this extended reproductive approach, gender budgets could become a tool for advancing a reflection on social and individual well‐being and for greater transparency on the gender division of labor, the distribution of resources and the share of individual and public responsibilities.

Content Delivery and Vertical Integration in On-line Content Markets

Diego Lanzi; Massimiliano Marzo

On-line content delivery and vertical alliances between conduit and content providers are nowadays crucial issues in on-line content markets. In this paper, we discuss and compare two types of model for on-line content delivery: push and pull. We assume non-zero marginal cost for network transits, justified by the presence of network services for content delivery (like data caching). Under both models, we show that the rationale behind vertical strategic integration between conduit and content providers in the case of successive monopolies.

Optimal Participation Incomeand Negative Income Taxin Poverty Alleviation Programs

Diego Lanzi; Flavio Delbono

We compare two different redistributive policies specifically designed to alleviate poverty. The first one is inspired to the idea of participation income, the second focused on the introduction of a negative income tax. Briefly characterizing an economy with workers and non-workers and using income as evaluation space for poverty, we determine optimality conditions of both measures under a flat rate labor income tax. Finally, we emphasize a necessary condition for these measures to mitigate poverty.

Prezzo di accesso e competizione multimercato nelle "Network Industries"

Diego Lanzi

In this essay a model of one-shot multimarket competition between conglomerate firms, competing into a network industry, is presented. Consequently a multimarket oligopoly, defined as a set of oligopolistic markets, is quickly characterised. One of these is a network market where a vertically integrated firm sells unit of access to a competitor. The existence of multimarket competition justifies relevant changes in the socially optimal access charge set by a fully informed regulator. Hence, a possible linkage between access pricing and a new paradigm of competition phases out.

Matteo Carassiti; Diego Lanzi

Regolamentazione dell’accesso nei settori a rete: la tariffazione delle essential facilitiesin Italia (di Matteo Carassiti eDiego Lanzi) - ABSTRACT: In this essay we analyse how Italian regulatory bodies have applied in network industries economic theory insights about access conditions to essential facilities. In particular, we focus our attention on access pricing rules pointing out that, in many sectors, effective regulatory constraints are not completely consistent with theoretical literature suggestions.
