The effect of fiscal policy on oil revenue fund: The case of Kazakhstan

Setting an optimal fiscal policy in oil-producing countries is challenging, due to the exhaustibility of oil resources and unpredictability of oil prices. Recently it has become popular among oil-producing countries to establish oil revenue funds, which are believed to stabilize the economy and provide inter-generational redistribution of oil wealth. The effectiveness of oil revenue funds and their design have received considerable attention from researchers and policymakers recently. Using empirical model, it is found that an oil revenue fund in Kazakhstan stabilized the government expenditure, but did not stabilize real effective exchange rates.

The effect of oil revenue funds on social welfare

Recently, it has become popular among oil-producing countries to establish oil revenue funds, which are believed to stabilize the economy and provide intergenerational redistribution. Oil revenue funds differ depending on rules, such as accumulation rules and withdrawal rules. Numerical simulations show that funds can improve intergenerational social welfare, though not always. Which rule yields the highest intergenerational social welfare depends on countries’ parameters such as gross interest rate, relative risk aversion, and growth rate of oil production. Some rules may be unaffordable for a government budget. If oil production does not decline, funds following expenditure-based accumulation rules yield higher social welfare than funds that follow other rules. If oil production declines, the permanent oil income model or “Bird-in-Hand” can yield the highest social welfare.

Opportunities for Bolashak Graduates in Kazakhstan

This dataset is based on a survey of Bolashak graduates in Kazakhstan. The data was collected mostly on the 16th November 2016 during the Kazakh-British Centre for Competitiveness event “Developing Knowledge Transfer To Bolashak Graduates” in Almaty, Kazakhstan. The sample includes responses of 36 Bolashak scholarship graduates working in Kazakhstan. The survey was distributed as printed copy and respondents wrote answers by hand. Their answers were then copied to an Excel form. The survey was in two languages, English and Russian. Non-English language responses were translated to English mostly using Google Translate and were checked by the authors. All identifying information, including company name and address, was removed.

Competitiveness Environment Survey in Kazakhstan

This dataset is based on a firm-level survey. The sample includes 89 businesses located in different regions of Kazakhstan. The survey was generated using Google Forms and distributed mostly via social networks. The survey was conducted in 2016 (January-May). This dataset provides information about businesses and the quality of the business environment with a focus on competitiveness and governmental support. This survey aims to establish a picture of conditions for doing business in Kazakhstan in 2016. The survey was in three languages, English, Russian and Kazakh. Non-English language responses were translated to English mostly using Google Translate and were checked by the authors. All identifying information, including company name and work address, were removed.

This study investigates the role of alliances in leveraging local content policies (LCPs) for firm competitiveness. In international markets where competition is strong, firms that are part of a group may demonstrate a higher level of competitiveness. Analysis of Kazakhstani firms over two periods, 2009 and 2013, before and after implementation of the local content policy outlines the importance of alliances as a conduit of knowledge and resources.
