This paper proposes a Web Based Online Outage Cost Assessment and Information System(WOOCAIS) for power system outage cost assessment. The proposed WOOCAIS is a kind of web based survey method for outage cost assessment. While conventional survey methods have done outage cost assessment based on survey paper lists collected by post mail or visiting customers, the proposed WOOCAIS is a web based online survey operation and assessment system. Therefore, it can curtail expenditure for survey and also is more convenient than conventional method. It will be set up for actual outage cost assessment system of KEPCO in South Korea in the near future. The WOOCAIS will be applied in various research and actual planning and operation areas. First of all, the assessed results may be not only applied as one of objective function for generation system and grid expansion but also operational planning problems in power system.

Abstract This paper describes the development of a wide area monitoring system(WAMS) and on-line transient stability monitoring tools. The master system ofthe WAMS at the Control Center monitors the important system conditions transmitted from 8 local measurement units installed at major generating stations and substations. Each local unit can measure two 3-phase bus voltages and 3-phase currents offourteen feeders at the 7,680 Hz sampling rate, and measured data are transmitted to the master system 10 times per one second.

Abstract This paper describes a new methodology for grid expansion planning considering the probabilistic reliability of a composite power system including wind turbine generators (WTG). The proposed model includes capacity limitations and transmission line unavailability. The importance of renewable energy sources has been growing at a rapid rate due to environmental concerns. In particular, wind energy is one of the most successfully utilized such source in producing electrical energy. The random nature of wind speed can be incorporated in the evaluation by representing the WTG as a multi-state model. This type of model comes from a nodal equivalent load duration curve based on a nodal effective load model developed in recent years. In this paper, a heuristic method is used to search for the best reliability level among various scenarios with candidate lines.

This paper illustrates newly an outage cost impact index function(OCIIF). The assessment of the OCIIF is described using the Web Based Online Real-time Outage Cost Assessment and Information System(WOROCAIS) for power system outage cost assessment in Korea. The proposed OCIIF is not absolute but relative outage cost impact index function in view point of outage time using web based survey method for outage cost assessment. While conventional methodology does not consider short time outage cost assessment, the proposed OCIIF reflects short time outage. SCOF(Sector Customer Outage Function) in stead of the traditional SCDF(Sector Customer Damage Function) is defined and proposed newly in this paper. Based the SCOF, AVLL(Average Value of Loss Load) is newly proposed. The OCIIF is demonstrated by WOROCAIS in case study around 2,000 sample data surveyed by KEPCO in South Korea in recent.

To establish the transmission system expansion plan based on reliability, valuation of outage cost become more important. In previous studies about outage cost estimation, macroscopic, microscopic and analytic methods are proposed but they have some limit. For instance, microscopic method involves a complex field survey process and macroscopic method can not estimate regional outage cost. So in this paper, a new method to estimate regional macroscopic outage cost using the reduction of value added due to power outages is proposed. This method uses regional add value according to production activities called Gross Regional Domestic Product(GRDP) and regional electricity sales.
