The key role in the sub-district pilot areas of the SRDP was that of Area Coordinator (hereinafter referred to as ’ the Coordinator’). His task was to manage the rural development projects in his area. He was of district officer rank, but was not part of the regular district administration. He was responsible only for coordinating the work of local ministry officers in the planning and implementation of the special projects in his area. (Responsibility for routine administrative activities remained with the district officer.) The Coordinator reported directly to the interministerial National Rural Development Committee (NRDC). Projects were to be initiated and monitored by a local Project Committee. With some variation, the Committee consisted of the principal officers concerned, the local Member of Parliament (MP), local leaders, a representative from a local voluntary agency, a representative from the local donor agency, and the Coordinator. -

In this innovative book Allan Low uses the theory of household economics to establish the link between the stagnation of African farming and the rapid development of modern market sectors in southern African economies. In the process he sheds new light on cropping patterns, technology adoption, the nature of rural-urban migration, the impact of rural development initiatives, and the success of research approaches aimed at increasing the production of small-scale African farming.
