The global decline in estuarine and coastal ecosystems (ECEs) is affecting a number of critical benefits, or ecosystem services. We review the main ecological services across a variety of ECEs, including marshes, mangroves, nearshore coral reefs, seagrass beds, and sand beaches and dunes. Where possible, we indicate estimates of the key economic values arising from these services, and discuss how the natural variability of ECEs impacts their benefits, the synergistic relationships of ECEs across seascapes, and management implications. Although reliable valuation estimates are beginning to emerge for the key services of some ECEs, such as coral reefs, salt marshes, and mangroves, many of the important benefits of seagrass beds and sand dunes and beaches have not been assessed properly. Even for coral reefs, marshes, and mangroves, important ecological services have yet to be valued reliably, such as cross-ecosystem nutrient transfer (coral reefs), erosion control (marshes), and pollution control (mangroves). An important issue for valuing certain ECE services, such as coastal protection and habitat–fishery linkages, is that the ecological functions underlying these services vary spatially and temporally. Allowing for the connectivity between ECE habitats also may have important implications for assessing the ecological functions underlying key ecosystems services, such coastal protection, control of erosion, and habitat–fishery linkages. Finally, we conclude by suggesting an action plan for protecting and/or enhancing the immediate and longer-term values of ECE services. Because the connectivity of ECEs across land–sea gradients also influences the provision of certain ecosystem services, management of the entire seascape will be necessary to preserve such synergistic effects. Other key elements of an action plan include further ecological and economic collaborative research on valuing ECE services, improving institutional and legal frameworks for management, controlling and regulating destructive economic activities, and developing ecological restoration options.

Abstract In this paper we critically examine the concept of the environmental Kuznets curve (EKC). It proposes that there is an inverted U-shape relation between environmental degradation and income per capita, so that, eventually, growth reduces the environmental impact of economic activity. The concept is dependent on a model of the economy in which there is no feedback from the quality of the environment to production possibilities, and in which trade has a neutral effect on environmental degradation. The actual violation of these assumptions gives rise to fundamental problems in estimating the parameters of an EKC. The paper identifies other econometric problems with estimates of the EKC, and reviews a number of empirical studies. The inference from some such EKC estimates that further development will reduce environmental degradation is dependent on the assumption that world per capita income is normally distributed when in fact median income is far below mean income. We carry out simulations combining EKC estimates from the literature with World Bank forecasts for economic growth for individual countries, aggregating over countries to derive the global impact. Within the horizon of the Banks forecast (2025) global emissions of SO 2 continue to increase. Forest loss stabilizes before the end of the period but tropical deforestation continues at a constant rate throughout the period.

Increasing recognition that the overall goals of environmental conservation and economic development are not conflicting but can be mutually reinforcing, has prompted calls for ‘environmentally sustainable’ economic development. Although there are difficulties in defining sustainable development in an analytically rigorous way, there is still a need to evolve a concept of sustainability that both distinguishes it from other post-war meanings of development and is useful for practical analysis and policymaking.

A common assumption is that ecosystem services respond linearly to changes in habitat size. This assumption leads frequently to an “all or none” choice of either preserving coastal habitats or converting them to human use. However, our survey of wave attenuation data from field studies of mangroves, salt marshes, seagrass beds, nearshore coral reefs, and sand dunes reveals that these relationships are rarely linear. By incorporating nonlinear wave attenuation in estimating coastal protection values of mangroves in Thailand, we show that the optimal land use option may instead be the integration of development and conservation consistent with ecosystem-based management goals. This result suggests that reconciling competing demands on coastal habitats should not always result in stark preservation-versus-conversion choices.

Natural processes tend to vary over time and space, as well as between species. The ecosystem services these natural processes provide are therefore also highly variable. It is often assumed that ecosystem services are provided linearly (unvaryingly, at a steady rate), but natural processes are characterized by thresholds and limiting functions. In this paper, we describe the variability observed in wave attenuation provided by marshes, mangroves, seagrasses, and coral reefs and therefore also in coastal protection. We calculate the economic consequences of assuming coastal protection to be linear. We suggest that, in order to refine ecosystem-based management practices, it is essential that natural variability and cumulative effects be considered in the valuation of ecosystem services.

This paper explores the value of mangrove systems as a breeding and nursery habitat for off-shore fisheries, focusing on mangrove-shrimp production linkages in Campeche State, Mexico. We develop an open access fishery model to account explicitly for the effect of mangrove area on carrying capacity and thus production. From the long-run equilibrium conditions of the model we are able to establish the key parameters determining the comparative static effects of a change in mangrove area on this equilibrium. We then estimate empirically the effects of changes in mangrove area in the Laguna de Terminos on the production and value of shrimp harvests in Campeche over 1980–90. Our findings suggest that mangroves are an important and essential input into the Campeche shrimp fishery, but that the low levels of deforestation between 1980 and 1990 mean that the resulting losses to the shrimp fishery are still comparatively small. Over-exploitation of the fishery due to open access conditions remains the more pervasive threat, and without better management any long-run benefits of protecting mangrove habitat are likely to be dissipated.

Why is natural resource exploitation not yielding greater benefits for the poor economies? In this second edition of his landmark book, Barbier explores this paradox in three parts. Part I gives a historical review of resource use and development, examining current theories that explain the under-performance of todays resource-abundant economies, and proposing a hypothesis of frontier expansion as an alternative explanation. Part II develops models to analyse the key economic factors underlying land expansion and water use in developing countries. Part III explores further the structural pattern of resource dependency, rural poverty and resource degradation within developing countries, and through illustrative country case studies, proposes policy and institutional reforms necessary for successful resource-based development. First published in 2005, each chapter in this new edition has been thoroughly revised and updated, with new material, tables, figures and supporting empirical evidence. It will appeal to graduate students and scholars researching environmental and developmental economics.

Ecosystem-based management is logistically and politically challenging because ecosystems are inherently complex and management decisions affect a multitude of groups. Coastal ecosystems, which lie at the interface between marine and terrestrial ecosystems and provide an array of ecosystem services to different groups, aptly illustrate these challenges. Successful ecosystem-based management of coastal ecosystems requires incorporating scientific information and the knowledge and views of interested parties into the decision-making process. Estimating the provision of ecosystem services under alternative management schemes offers a systematic way to incorporate biogeophysical and socioeconomic information and the views of individuals and groups in the policy and management process. Employing ecosystem services as a common language to improve the process of ecosystem-based management presents both benefits and difficulties. Benefits include a transparent method for assessing trade-offs associated with management alternatives, a common set of facts and common currency on which to base negotiations, and improved communication among groups with competing interests or differing worldviews. Yet challenges to this approach remain, including predicting how human interventions will affect ecosystems, how such changes will affect the provision of ecosystem services, and how changes in service provision will affect the welfare of different groups in society. In a case study from Puget Sound, Washington, we illustrate the potential of applying ecosystem services as a common language for ecosystem-based management.
