Not by Rent Alone: Analysing the Pro-Poor Functions of Small-Scale Fisheries in Developing Countries

The dominant view in academic and policy arenas is increasingly one in which the major contribution of capture fisheries to development should be derived from the capacity of society to maximise the economic rent of fishery resources. Drawing upon empirical experience from the South, this article highlights the potentially disastrous consequences that a universal implementation of the rent-maximisation model would have in developing countries, and argues that a more gradual approach would be preferable. The welfare function of small-scale fisheries, namely, their capacities to provide labour and cash income to resource-poor households, should be preserved until the appropriate macroeconomic conditions for rent-maximisation and redistribution are fulfilled.

HIV prevalence in some fishing communities in low and middle-income countries is known to be high relative to national average seroprevalence rates. Most of the studies supporting this claim refer to the men involved in fish-catching operations (fishermen). However they acknowledge that the men and women who work in associated occupations such as fish trading and processing are also vulnerable in part because they are often within the fishermen’s sexual networks. This vulnerability stems from the nature and dynamics of the fish trade and fishing lifestyle in which a number of known or hypothesized ‘risk factors’ converge. (excerpt)

Bright spots among the world’s coral reefs

Ongoing declines in the structure and function of the world’s coral reefs require novel approaches to sustain these ecosystems and the millions of people who depend on them. A presently unexplored approach that draws on theory and practice in human health and rural development is to systematically identify and learn from the ‘outliers’—places where ecosystems are substantially better (‘bright spots’) or worse (‘dark spots’) than expected, given the environmental conditions and socioeconomic drivers they are exposed to. Here we compile data from more than 2,500 reefs worldwide and develop a Bayesian hierarchical model to generate expectations of how standing stocks of reef fish biomass are related to 18 socioeconomic drivers and environmental conditions. We identify 15 bright spots and 35 dark spots among our global survey of coral reefs, defined as sites that have biomass levels more than two standard deviations from expectations. Importantly, bright spots are not simply comprised of remote areas with low fishing pressure; they include localities where human populations and use of ecosystem resources is high, potentially providing insights into how communities have successfully confronted strong drivers of change. Conversely, dark spots are not necessarily the sites with the lowest absolute biomass and even include some remote, uninhabited locations often considered near pristine. We surveyed local experts about social, institutional, and environmental conditions at these sites to reveal that bright spots are characterized by strong sociocultural institutions such as customary taboos and marine tenure, high levels of local engagement in management, high dependence on marine resources, and beneficial environmental conditions such as deep-water refuges. Alternatively, dark spots are characterized by intensive capture and storage technology and a recent history of environmental shocks. Our results suggest that investments in strengthening fisheries governance, particularly aspects such as participation and property rights, could facilitate innovative conservation actions that help communities defy expectations of global reef degradation.

HIV/AIDS in fishing communities: Challenges to delivering antiretroviral therapy to vulnerable groups

Abstract Fishing communities have been identified as among the highest-risk groups for HIV infection in countries with high overall rates of HIV/AIDS prevalence. Vulnerability to HIV/AIDS stems from, the time fishers and fish traders spend away from home, their access to cash income, their demographic profile, the ready availability of commercial sex in fishing ports and the sub-cultures of risk taking and hyper-masculinity in fishermen. The subordinate economic and social position of women in many fishing communities makes them even more vulnerable to infection. In this paper we review the available literature to assess the social, economic and cultural factors that shape many fisherfolks’ life-styles and that make them both vulnerable to infection and difficult to reach with anti-retroviral therapy and continued prevention efforts. We conclude from the available evidence that fisherfolk will be among those untouched by planned initiatives to increase access to anti-retroviral therapies in the coming years; a conclusion that might apply to other groups with similar socio-economic and sub-cultural attributes, such as other seafarers, and migrant-workers including small-scale miners, and construction workers.

Rainfall variability in East Africa: implications for natural resources management and livelihoods

This note examines the effects of climate variability on natural–resources management in East Africa. The bimodal rainfall regime in much of East Africa brings rainy seasons from March to May and October to December with greater interannual variability from October to December. We discuss the impacts of rainfall extremes in 1961 and 1997 and explore three examples of natural–resources management in the context of rainfall variability: inland fisheries in East and southern Africa; fluctuations in the level of Lake Victoria; and lake–shore communities around Lake Kyoga in Uganda. The discussion reflects the complexity of linkages between climate, environment and society in the region and highlights implications for natural–resources management. These range from benefits due to improved seasonal rainfall forecasting to reduce the damage of extremes, to improved understanding of existing climate–society interactions to provide insights into the regions vulnerability and adaptive capacity in relation to future climate change.

Over 1.3 billion people live on tropical coasts, primarily in developing countries. Many depend on adjacent coastal seas for food, and livelihoods. We show how trends in demography and in several local and global anthropogenic stressors are progressively degrading capacity of coastal waters to sustain these people. Far more effective approaches to environmental management are needed if the loss in provision of ecosystem goods and services is to be stemmed. We propose expanded use of marine spatial planning as a framework for more effective, pragmatic management based on ocean zones to accommodate conflicting uses. This would force the holistic, regional-scale reconciliation of food security, livelihoods, and conservation that is needed. Transforming how countries manage coastal resources will require major change in policy and politics, implemented with sufficient flexibility to accommodate societal variations. Achieving this change is a major challenge - one that affects the lives of one fifth of humanity.

Innovations in capture fisheries are an imperative for nutrition security in the developing world

This article examines two strands of discourse on wild capture fisheries; one that focuses on resource sustainability and environmental impacts, another related to food and nutrition security and human well-being. Available data and research show that, for countries most dependent on fish to meet the nutritional requirements of their population, wild capture fisheries remain the dominant supplier. Although, contrary to popular narratives, the sustainability of these fisheries is not always and everywhere in crisis, securing their sustainability is essential and requires considerable effort across a broad spectrum of fishery systems. An impediment to achieving this is that the current research and policy discourses on environmental sustainability of fisheries and food security remain only loosely and superficially linked. Overcoming this requires adoption of a broader sustainability science paradigm to help harness synergies and negotiate tradeoffs between food security, resource conservation, and macroeconomic development goals. The way society chooses to govern fisheries is, however, an ethical choice, not just a technical one, and we recommend adding an ethical dimension to sustainability science as applied to fisheries.

Limits to Resilience from Livelihood Diversification and Social Capital in Lake Social–Ecological Systems

Diversity of both social networks and livelihood sources plays a central role in determining the sustainability of natural resource use and resilience of social–ecological systems, not least in resource-dependent economies. Yet the types of social capital and characteristics of diversity are not well understood. Here we examine social capital and livelihood diversification strategies in dynamic lakeshore social–ecological systems in Uganda adapting to climate variability and change. Water and land use data are used to explain lake system variations and lakeshore peoples livelihood responses in terms of adaptive cycles and examine how system resilience changes over time in response to climatic and other stresses. Interview and household survey data are used to explain household adaptations to climate variability based on livelihood diversification and social capital and to determine which adaptations were dominant during different stages of adaptive cycles. Results show that households adapt to climate variability using concurrent, spatial, and temporal diversification of livelihoods and by drawing on social capital, but these sources of resilience are not sufficient in all circumstances. The availability of adaptation options varies according to the different stages in the adaptive cycle of the lakeshores dynamic, coupled human–ecological system; to the degree and nature of the climatic stress; and to differences in household access to assets and adaptation options. This implies a need to maintain multiple sources of resilience for use in times of system collapse or crisis.
