Regional social assistance systems: Why and how targeting policy is introduced

The article presents an analysis of certain amendments to regional systems of social assistance for the population since 2013. It has been found that regions more frequently introduce income and nonincome limitations on benefits provided for children and families with children than on benefits for elderly citizens. The income testing mechanism is more frequently used in child welfare measures and much less frequently in social support for elderly citizens. Positive legislative amendments aimed at reducing the inclusion- and exclusion-related errors are more often observed in the sphere of social protection of children. The social support of elderly citizens more frequently encounters with contradictory legislative amendments leading to a reduction in some errors and simultaneously to a growth in other errors. Regions use asymmetric strategies when introducing the mechanism of targeting into the social assistance schemes for children and elderly—some regions give a higher priority to the introduction of target measures supporting families, while other regions choose measures supporting the elderly. In 50% of cases, the inclusion of recipients’ incomes in the social benefit entitlement criteria becomes a tool to cut budgetary expenditures in regions, with the size of assigned benefits shrinking, which decreases the effectiveness of a supporting measure in terms of poverty relief for recipients. In one-third of cases, we can observe a contradictory policy, when the introduction of income testing does not achieve the effect of resource concentration on the poorest groups. In some cases, regions demonstrate examples of more efficient introduction of targeting policy, combining the income requirements with an increase in the sizes of payments. This experience can be used as a model of regional strategies when introducing targeted social assistance.

В работе использовались данные, и проводилась обработка баз данных для получения оценок эффективности оказания социальной помощи в международной практике и в Российской Федерации. Как показано в работе, в международной практике функционирования программ социальной помощи семьям, и, прежде всего, малоимущим семьям, происходят большие изменения: все больше стран нацеливают социальные трансферты на семьи (население), нуждающееся в социальной помощи, все чаще используют принцип обусловленности предоставления социальных трансфертов (когда социальная поддержка увязывается с обязательным участием нуждающихся в поддержке в решении собственных проблем и ответственности за такое участие). Оценки эффективности социальных трансфертов, проводимые в развитых странах, показывают, что они оказывают заметное положительное влияние на показатели бедности.В России в 2000-е годы экономический рост привел к заметному снижению бедности, социальные трансферты также повлияли на данное снижение. Социально-экономическое положение бедных за этот период улучшилось. В Российской Федерации подавляющая часть социальных трансфертов предоставляется на категориальной основе (без учета нуждаемости населения), финансирование социальных программ, нацеленных на малоимущие семьи (население) составляет по различным оценкам 5-10% от всех расходов на социальные трансферты. Как показал анализ в рамках настоящей работы, основные программы социальной помощи малоимущим семьям населению незначительно влияют на снижение значений показателей бедности, проверка нуждаемости не обладает высокой степенью эффективности, что приводит к попаданию в бенефициары программ небедных семей. Результаты анализа легли в основу разработанных рекомендаций по повышению эффективности системы социальной помощи малоимущим семьям (населению) в Российской Федерации, на основе международного опыта.We used the data were processed and databases to obtain estimates of the effectiveness of social assistance in international practice and in the Russian Federation. As shown in the work, in international practice, the functioning of social assistance to families and, above all, low-income families, there are big changes: more and more countries to orient social transfers to families (population) in need of social assistance, are increasingly using the principle of conditionality of social transfers (when social support is linked to mandatory participation in need of support in solving their own problems and the responsibility for this part). Evaluate the effectiveness of social transfers carried out in developed countries show that they have a significant positive impact on poverty.In Russia in the 2000s, economic growth has led to a marked reduction of poverty, social transfers also contributed to this decline. The socio-economic situation of the poor in this period has improved. In the Russian Federation, the vast majority of social transfers available in categorical basis (excluding the population of need), the financing of social programs aimed at low-income households (population) is variously estimated 5-10 % of all spending on social transfers . As the analysis in the present work, the basic social assistance to low-income families have little effect on the population decline in the values of poverty, means testing does not have a high degree of efficiency, which leads to getting into the beneficiaries of the program non-poor households. The analysis formed the basis of the developed recommendations to improve the effectiveness of the system of social assistance to needy families (households) in the Russian Federation, on the basis of international experience.
