Planning for resource frontier economic development

Abstract Does the possession of a diversified resource base enable a resource frontier region to escape recurring periods of economic stagnation? The ability to do so is related to the development pattern experienced by the region. A development pattern marked by economic activity concentrated on a few resource enterprises subjects the region to recessionary periods caused by declining primary activity. A more balanced pattern marked by expanded intra- and intersectoral economic activity provides the region with the basis for greater economic stability. This paper analyses the prospects of achieving a more mature sectoral mix by setting out the institutional requirements of a development planning agency, effective in initiating and promoting a transition to a more stable economy in resource frontier regions possessing the potential of the Alberta Peace River Region.
