AbstractIn Turkey, for the preliminary construction cost estimation, a notice, which is updated and published annually by Turkish Ministry of the Environment and Urbanism, known as “unit area cost method” (UACM) is generally employed. However, its known that the costs obtained through this method in which only construction area is taken into consideration have significant differences from actual costs. The aim of this study is to compare the cost estimations obtained through “multi layer perceptron” (MLP) and “radial basis function” (RBF), which are commonly used artificial neural network (ANN) methods. The results of MLP and RBF were also compared with the results of UACM and the validity of UACM was interpreted. Dataobtained from 232 public construction projects, which completed between 2003 and 2011 in different regions of Turkey, were reviewed. Yapim islerinde planlama surecinin kritik oneme sahip belgelerinden biri olan Şantiye Yerlesim Plani (ŞYP) santiyede hangi tesisin nereye yerlestirilecegini gosterir. Şantiye tesislerinin kurulumu bu plan temel alinarak gerceklestirilir. Yapilacak isin buyuklugu, suresi ve icerigine bagli olarak kurulmasi gereken binalarin (atolyeler, depolar, beton tesisleri, ofisler, yemekhane, WC, yatakhane tesisleri, su ve elektrik temin tesisleri, arac bakim, onarim ve park yerleri, sosyal tesisler, dini tesisler gibi) buyuklukleri ve adetleri belirlendikten sonra santiye alaninin topografik yapisi, ulasim olanaklari, kalici yapinin santiye icindeki yeri, olasi riskler ve tasima maliyetleri degerlendirilerek ŞYP cizilir. Bu calismalar sirasinda kullanilacak gecici tesislerin neler olacaginin belirlenmesi ve boyutlandirilmasi somut ve sayisal degerlere dayandirilabilirken tesislerin santiye alani icindeki yerlesimi, ŞYP’ni hazirlayan proje yoneticilerinin tecrube ve inisiyatiflerine kalmaktadir. Optimum yerlesim planinin hazirlanabilmesi konusunda proje yoneticilerine destek olabilecek bilgisayar tabanli uygulamalara sektor bazinda ihtiyac duyulmaktadir. Bu ihtiyac dogrultusunda yazarlar tarafindan genetik algoritma tabanli bir santiye yerlesim plani hazirlama programi (YERPLAN) gelistirilmistir. Insaat sektoru ulkelerin ekonomik gelismesinde onemli bir role sahiptir. Insaat proje bazli bir uretim olup, hammadde, makine, finans, teknoloji ve insan kaynaginin etkin ve verimli kullanimini gerektirir. Tedarik Zinciri Yonetimi yenilikci bir yonetim stratejisi olarak insaat projelerinin verimliligini ve etkinligini artirmak icin yapim yonetiminde temel bir unsur haline gelmistir. Bu calisma Turkiye‟de hizmet veren yuklenici firmalarin tedarik zinciri yonetimi uygulanmasinda basariya ulasabilmeleri icin on plana cikan kritik basari faktorlerinin belirlenmesine odaklanmaktadir. Konu ile ilgili veri toplanmasi amaciyla bir anket duzenlenmistir. Toplanan veriler faktor analizi yapilarak degerlendirilmis ve kritik basari faktorleri belirlenmistir.

Supply of the facilities like clean water, shelters, transportation is fundamental construction activities which are required for the survival of the humankind. Efficient and effective use of required resources and waste management activities are also the responsibility of the authorities like; contractors, subcontractors who undertake these activities and application of resource and waste management approaches during construction activities has important environmental impacts. Thus, European Union (EU) legislations and applications in Turkey are investigated in this study together with the general knowledge about waste concept and waste management in construction. Additionally, waste management procedures of a ready-mixed concrete plant in Kayseri, was investigated as a case study.
