Between 1980 and 1991 the numbers of people with learning disabilities living in state-operated mental handicap hospitals in Britain fell from approximately 56 000 to 30 000. Approximately 70% of the remaining hospitals in England are currently scheduled for closure by the year 2000 which, when combined with the planned contraction of remaining institutions, should result in a further 67% reduction of provision in hospital-based residential provision by the end of the century (Greig, 1993; Chapter 1).
