Get Into the Club: Positioning a Developing Country in the International eGov Research

Maria Alexandra Cunha; Taiane Ritta Coelho; Erico Przeybilovicz

The aim of this paper is to suggest alternatives for positioning a developing country in the international eGov research. We conducted a literature review, examining both Brazilian and international publications. We analyzed the domain of collaboration in the field through a social network analysis of authors, institutions and countries. Our study identified that the discussions concerning eGov are predominant; there is more intense collaboration in the network of institutions than of authors; the co‐authorship network reflects the existence of a select number of central authors and, not surprisingly, the study of eGov is centralized in the USA and UK. This study complements previous studies and provides further understanding on how authors, institutions and countries cooperate. The findings of the study are not limited to Brazil, other countries that have barriers to internalization of research can benefit from the data.

Open government data programs: the political system matters? revisiting the dawes' ecosystem model

Erico Przeybilovicz; Maria Alexandra Cunha

In this paper, we review the open government data ecosystem model proposed by Dawes et al (2016) with the objective of identifying how the political dimension influences the open data ecosystem in local government. We intend to study two empirical cases, SÃo Paulo and Curitiba, both in Brazil, to address the following research question: how does the political system influence in open data government ecosystem?

O DESENVOLVIMENTO DOS ESTUDOS SOBRE GOVERNO ELETRÔNICO NO BRASIL: UM ESTUDO BIBLIOMÉTRICO E SOCIOMÉTRICO

Erico Przeybilovicz; Maria Alexandra Cunha; Taiane Ritta Coelho

This study aims to identify how the field of studies of electronic government is structured in Brazil. For this purpose, a bibliometric and sociometric study was conducted, analyzing 124 articles published in the proceedings of conferences and in Brazilian journals from 2007 to 2012. The main elements of the analysis were the volume of publications per year, the location of the publications and the conceptual and substantive domains of the studies, the methodological approaches used and the network of cooperation between authors and institutions. One of the findings of the study was that the production of works was prolific, but it was not possible to determine whether studies of electronic government were increasing or in decline because of the non-uniform behavior of the volume of publications. There was also little use of a conceptual domain or a clear position regarding the theoretical domain, with discussions being limited to the substantive domain. Finally, cooperation between authors remains limited to a small number of relationship networks. However, the opposite was true when it came to cooperation between institutions, for which there is a large network and room for other institutions to join.
