Abstract The PTT Research/Philips LEP proposal to MPEG for coding of CCIR 601 videosignals at bit-rates of about 2–10 Mbit/s is presented. It is a hybrid DCT scheme with field processing and a multi-layer approach in the bitstream. Therefore a high flexibility is obtained, where several features can be included or omitted, whichever is desired for a specific service. The most specific feature of this proposal is that compatibility to the MPEG1 or H.261 standards can be included by an embedded bitstream according to these standards, while the decoders do not need an additional prediction loop for this. Further provided features are random access, smooth fast forward, smooth fast backward, low end-to-end delay and ATM cell loss resilience, utilizing the multi-layer structure.
