Priorities for sustainable mountain development in Europe

SUMMARY The concept of sustainable mountain development (SMD) was first used in Chapter 13 of Agenda 21. This chapter marked the first time that mountains were recognized as a global priority, and led to a number of meetings on the topic of SMD, each of which produced a long list of priorities. The definition of SMD, and identification of indicators to evaluate success in achieving its objectives, are discussed. In order to move towards prioritization of the concept in Europe, a questionnaire was sent to 249 respondents in 30 European countries asking for their perceptions of the importance of 36 variables linked to SMD, and of the performance of policies relating to each of these variables. The response rate was 47%. The results were analysed using importance-performance analysis, first for all respondents, and then comparing (1) respondents in Western vs. Central/Eastern Europe and (2) government vs. research/NGO respondents. Analysis of the effect of climate change on site index of Korean white pine

This study estimated a site index model for Pinus koraiensis (Korean White Pine) based on the weighted least squares (WLS) model and to examine the effects of climate change on it. The site index was chosen as the dependent variable and site, weather, and edaphic factors were chosen as independent variables. Simulations were performed under three A1B climate change scenarios of the Intergovernmental Panel on Climate Change, with the temperature ranging from −3.3 °C to +3.3 °C. The simulation results showed that the site index decreased, peaking at −1.3 °C. The decreased level of the site index by region was also analyzed. Scenario 1 and Scenario 2 showed the increases in the site index in 7.3% and 2.8% of the total area respectively. However, in Scenario 3, no additional increase in the site index was observed, and the degree of the decrease was also broader and more diverse than for the other two scenarios.

Historical Changes and Characteristics of Rehabilitation,Management and Utilization of Forest Resources in South Korea

This study analyzed the causes of forest devastation, the characteristics of forest rehabilitation process, and the success factors of reforestation. And it reviewed the management of rehabilitated forest resources and identified the income sources of mountain villages in South Korea. The devastation of forest starting from the early twentieth century was continued to the 1950’s. The main causes of deforestation were the illegal cutting of trees for fuel and the slash-and-burning agriculture in forest. The success factors of reforestation were the decrease in the dependence on forest of fuel source, strict administration system and national participation. Sustainable forest management could be made possible through the practical use of social issues like public work project for prevention of landslide damages caused by the thinned logs left in the forest. Also it could be possible by making people realize that the public benefit was obtained from forest and the income sources of mountain villages were supplemented by non-timber forest products and tourism. Food and Agriculture Organization indicated Korea as the country that forestation was succeeded in a very short period. Korea seems to be not ordinary because economic growth was accomplished with rehabilitating natural environment. Korean forestation can become a good prototype of combining environmental rehabilitation and economic development.

Policy Suggestion as the Analysis of Bio-ethanol Demand

As a result of bio-ethanol demand function estimation on time series data to estimate economic impact of bio-ethanol, the statistically significant model is estimated. In the demand model demand elasticity of bio-ethanol shows elasticity, and it is represented with incomplete substitute relation to gasoline in terms of energy use. In terms of bio-ethanol quantity on the price of bio-ethanol scenario in change based on the demand function, when the price increases with the elasticity of bio-ethanol price, relatively substantial decrease of demand quantity, the demand quantity of bio-ethanol increase with substitute goods increase of gasoline price.
