Sketching Smart and Fair Cities WebGIS and Spread Sheets in a Code

Salvatore Giuffrida; F. Gagliano

The operative context of the urban regeneration is nowadays strictly connected to the information systems by means of which the urban wealth surplus is reallocated. One of the most relevant points of the regeneration policies is the lack of a general tool that allows to roughly “sketch the city”, that means, that produces significant options about physical, qualitative and monetary contents of the plan. The pattern we propose allows to implement detailed planning options that are valued real time so that the final solution can be progressively fitted until the best one is found. The pattern works by constantly comparing with and without project options, so that the qualitative and quantitative surplus production can be monitored. The unification of the input system makes the system more reliable.

Urban Heritage Regeneration in the Old Town of Ragusa (Italy): An Architecture-Centred Analysis-Valuation-Plan Pattern

Salvatore Giuffrida; F. Gagliano; Vittoria Ventura

The old town of Ragusa is undertaking a regeneration process in some different directions. Its differently valued areas need to be comprised in a whole valorisation strategy, connecting the decision making process with functional and symbolic values. In such a multi-layered urban sub-system, the architectural unit can play the role of one of the main information/value units which the valuation/decision making pattern starts from. The pattern works as an impact assessment tool, that generates a great number of intervention strategies in order to maximize different and conflicting objectives, and provides for each of them an axiological profile aimed at defining a trade-off scheme between them. Some GIS tools and a WebGIS interface allow the real-time control of the different scenarios envisaged in the decision making process.

Greenweb and the landscape. A WebGIS –DRSA valuation pattern for the programs of slow viability in Syracuse Province

Salvatore Giuffrida; F. Gagliano; Maria Rosa Trovato

The territory of Syracuse is composed of different important natural, cultural and anthropic landscape complexes. As a whole, the territory is affected by an inhomogeneous development pattern, mostly oriented to the waterfront. A greenways land policy based on an effective land marketing pattern might reduce this gap. The study assumes an axiological approach to land planning, combining a qualitative valuation model based on a WebGIS-MAVT tool, and an interactive multicriteria tool based on and a DRSA pattern. The former allows the users to select the preferable path by expressing their preferences within a hierarchic three including the different value functions. The latter generates the preferences structure of the target segments users, and allows the decision maker to adjust the MAVT pattern.

Time Scheduling Post Earthquake Reconstruction Ethics and Aesthetics into a WebGIS Interface

Salvatore Giuffrida; F. Gagliano

One of the most relevant questions concerning the reconstruction planning after the 2009 earthquake in Abruzzo is the funding allocation pattern and its consequences on the directions for the rebirth of the damaged towns. This paper presents the experience of Villa Sant’Angelo, whose Reconstruction Plan has been conceived as an integrated platform including analysis, valuation and plan. The valuation stage overcomes the monetary one, the only one required in reality, and extends to fairness and urban quality. The Spreadsheets and the connected WebGIS tool we have performed to control all phases of this process, include these valuation functions and arrange, in particular, the funding time schedule. For this purpose, they allow to implement a lot of different strategies displaying at real time the spatial funds allocation in the different periods. The tool can be used by everyone admitted to the participation practice as managed by the local authority.

Greenweb in Land Enhancement Policy of Enna Province. A DRSA Valuation Pattern in WebGIS Interaction Practice

Salvatore Giuffrida; F. Gagliano; Maria Rosa Trovato

The Enna Province is characterized by a low degree of economic, infrastructural and industrial development. Its hilly territory is a fair combination of many different and integrated landscapes. These conditions suggest the possibility of a sustainable development pattern in which the slow mobility, because of the low level of land infrastructures, can become one of the most important network for the land-value communication. The study applies an axiological approach, useful for the subsequent land planning practice, including a qualitative valuation model and an interactive multi-criteria tool combining Web-GIS and DRSA (Dominance Rough Set Approach) patterns. The valuation model is based on an axiological square in which four kinds of appreciation are taken into account. A WBS pattern explains in detail each appreciation, so that every piece of the green-web can be characterized and assessed within a general framework oriented to provide the aggregate value of the path to which they relate. The DRSA tool is used to generate the preferences structure of the target segments users. It is used as basis for extracting and the processing data. It allows to identify the preferences structure to support the WebGIS tools to generate the green way that best meet the user’s preferences.
