Geographically Weighted Regression for the Post Carbon City and Real Estate Market Analysis: A Case Study

Geographically Weighted Regression is a statistical technique for real estate market analysis, particularly adequate in order to identify homogeneous areas and to define the marginal contribution that the geographical location gives to the market value of the properties. In this paper a GWR has been applied, in order to verify the robustness of the real estate sample, this for the subsequent individuation of progressive real estate sub-samples in able to detect and to identify possible potential market premium in real estate exchange and rent markets for green buildings [21, 22, 23, 24, 25, 26, 27, 28]. The model has been built on a large real estate dataset, related to the trades of residential real estate units in the city of Reggio Calabria (Calabria region, Southern Italy).

Knowledge Management and Intellectual Capital in the Logistics Service Industry

The changing business scenario in the logistics service market is affecting the development of relationships with customers and the continuous adaptation of service offering. In this context, knowledge management and intellectual capital are potentially successful assets for developing and improving competitive capabilities of logistics service companies. In order to supply more complex and knowledge-intensive services, it is necessary to evaluate the existing IC assets to identify future needs in this area. The main aim of this paper is to investigates how to assess the intellectual capital in order to improve the management of knowledge in third-party logistics service providers. The paper reviews the main methods for assessing intellectual capital assets in the logistics service industry. It suggests the non-monetary methods as the most appropriate ones.

Illegal Buildings and Local Finance in New Metropolitan Perspectives

Assuming that metropolitan city costs and the available resources for the realization of public facilities and services are scarce, if not minimal, as in the current economic situation, and in the light of a growing problem which is that of illegal buildings, it is no longer possible to continue to ignore financial tools that assume a certain relevance for financing urban regeneration. The issue of illegal buildings is strictly connected to pecuniary sanctions to obtain a “retrospective building permission” (sanatoria) and could represent a significant item of revenue and capital expenditure (or investment) in financing the public city. In this perspective. the article, analyzing the illegal building phenomenon from a local finance perspective, wants to assess the efficiency and effectiveness of revenues deriving from “retrospective building permission” as well as the financial management and urban planning capacity of local authorities. A first exploration, deriving from a departmental research on Terra di Lavoro, concerning the municipality of Casal di Principe in the province of Caserta.

Bayesian Neural Network Models in the Appraisal of Real Estate Properties

Neural Networks (NNs) had wide interest due to empirical achievements on a wide range of learning issues. NNs are highly expressive models that can learn complex function approximations from input/output, with a particular ability to train them on massive data sets with stochastic optimization. The Bayesian approach to NNs can potentially avoid some of the problems of stochastic optimization. The use of Bayesian learning is well suited to the problem of real estate appraisals, in fact, Bayesian inference techniques are very interesting in order to deal with a small and noisy sample in the field of probabilistic inference carried out with neural model. For this purpose it has here been experimented a NNs model with Bayesian learning. The output distribution has been calculated operating a numerical integration on the weights space with the help of Markov Chain Hybrid Monte Carlo Method.

A Prioritisation Model Aiding for the Solution of Illegal Buildings Problem

In Italy, especially in the southern areas, illegal buildings and unauthorized settlements are serious and very old problems that remain unsolved in spite of three building amnesties. As a consequence, local authorities have to face the demolition of an enormous number of buildings, as prescribed by the Italian law. Being possible the execution of only a certain number of demolition orders during a short period due to financial and social reasons, the problem of how to select the buildings arises. This worrying situation had become the object of a special bill giving elements to establish priorities for demolition of illegal buildings. In this work we propose a multicriteria model aimed at giving a rational ranking of buildings on which a demolition order lays on. It is based on TOPSIS method and, given the only database with information on buildings; it is able to provide the competent authority with priority for building work demolitions according to the bill.

Informal Settlements: The Potential of Regularization for Sustainable Planning. The Case of Giugliano, in the Metropolitan City of Naples

The present study tries to analyze the phenomenon of informal settlements in a specific territory. The choice is due to the fact that the above phenomenon has a strong territorial impact, as well as a strong influence on the use and consumption of the land. In Italy the problem of informal settlements is so old and consistent that three building amnesties have not solved it. The aim of the study is to analyze the phenomenon under both the perspectives: urban planning and local finance. A specific methodology, based on the overlapping of different maps, is implemented here. This allows figuring out the phenomenon of illegal settlements in the municipality of Giugliano, in the Metropolitan city of Naples. Giugliano in Campania is the third municipality in Campania Region for the number of inhabitants. The rapid increasing of population has caused an unplanned development, especially in the suburbs and along the coast, two areas that are frequently characterized by the scarcity of infrastructures and public facilities. By analyzing the municipal budgets of the last years, and, in particular, by analyzing the revenues deriving from the retrospective building permits, it is possible to evaluate the activity of the administrations in the sustainable urban management of the informal settlements. By simulating the regularization for some well identified informal settlements (in Giugliano the district of Casacelle with 21.000 inhabitants and almost all illegal) it is possible to demonstrate the effectiveness and the efficiency of the ‘sanatorium’ instrument, highlighting its potential from both the local finance and the sustainable planning perspective.

Post Carbon City and Real Estate Market: Testing the Dataset of Reggio Calabria Market Using Spline Smoothing Semiparametric Method

In this paper a hedonic price function built through a semiparametric additive model is tried out for the real estate market analysis of the central area of Reggio Calabria. The semiparametric model uses Penalized Spline functions and aims to achieve an improvement in the prediction of the market prices of housing properties in the central area of Reggio Calabria. More in particular, the final objective of the research is to detect and to identify possible potential market premium in real estate exchange and rent markets for green buildings. This is the first preliminary phase for the unavoidable verification of the robustness of the real estate sample, or for the subsequent individuation of progressive real estate sub-samples.

Isovalore Maps for the Spatial Analysis of Real Estate Market: A Case Study for a Central Urban Area of Reggio Calabria, Italy

Generally, with reference to the geographical variability of real estate values, the observed variables may have non-linear relationships with the response variable. For this reason it’s possible to combine kriging techniques with additive models to obtain the geoadditive models. In this paper a geoadditive model based on penalized spline functions has been applied, in order to obtain improvements respect to usual Kriging techniques and to provide a spatial distribution of real estate unitary values for a central area of the city of Reggio Calabria (Italy). Genetic Algorithms for Real Estate Market Analysis

This work use Genetic Algorithms (GA) in order to interpret the existing relationship between real estate rental prices and geographic location of housing units for a central urban area of Naples. The choose of algorithm parameters are discussed on the basis of a real estate sample located in Santa Lucia and Chiaia neighborhoods. Main aim of this paper is verify the reliability of GA for real estate appraisals purposes and, at the same time, to show the potentiality but also the limits of GA in this field in terms of analysis of the housing markets.

Appraisal and Evaluation in the Production of Works for the Transformation of the Contemporary City

The article develops a series of reflections on a specific theme which, regarding the economic evaluation of the territorial transformation, remains, especially in Italy, particularly critical: the production of the territorial works and services, with specific reference to the public works (the new urban facilities). The subject, involving the Appraisal and Evaluation disciplines, allows us to highlight their fundamental contribution both at the operative/professional level as well as at the formative one. In order to develop the reflections, a comparison between two emblematic cases seem to be particularly effective: the Euskalduna Conference Centre in Bilbao (1999) and the new Conference Center, in Rome (2016). The other Italian events of the unfinished works, the issue of the executive phases in the design process and the fragmentation of the responsibilities, in addition to the continuing absence of a culture of the “project management”, allow to underline the important role that the Appraisal and Evaluation disciplines are called upon to play in the production of works for the transformation of the contemporary city, also in the perspective of the new Italian Procurement Code.
