Places for Place‐Based Policy

Place-based policy is both ubiquitous and widely criticised. The conventional economic case against place-targeted interventions is strong, relegating its application to a narrow range of cases of immobile labour resources, market imperfections and/or other externalities. However, both internationally and domestically, equity considerations lead to policies and programmes for disadvantaged regions and their populations. Budget constraints and accountability suggest a selection or ‘triage’ process targeting places with the highest returns in contributing to social welfare. Furthermore, the challenges facing rural areas may be fundamentally different in developed from developing countries. This article proposes a framework for assessing places appropriate for place-based policies, using the examples of Canada, Chile and Peru.

Regional Market Potential and the Number and Size of Firms: Observations and Evidence from Chile

Abstract This paper investigates the relationship between market potential and the spatial variation in the number and the average size of firms. We adapt the canonical model of the New Economic Geography to demonstrate this relationship and to derive an empirical specification suitable for estimation through dynamic panel techniques. The model is tested against municipal data on the number of firms per adult in Chilean comunas for 2005–2010. Our results confirm that market potential along with place-specific fixed costs play an important role in determining the spatial variation in the number of firms per capita.

Place of origin and internal migration decisions in Mexico

ABSTRACT This paper investigates internal migration decisions in Mexico. It analyses, first, the associations between migration decisions and pre-migration individual characteristics, testing the hypothesis of positive selection; second, whether and how the characteristics of the place of origin affect migration decisions; and third, whether the relationship between place characteristics and migration decisions varies depending on individual traits. Results indicate positive selection of emigrants in terms of both quantity and quality of human capital; and an important role of origin characteristics, consistent with migration transition theory.

LOCATION AND ENTREPRENEURSHIP: INSIGHTS FROM A SPATIALLY‐EXPLICIT OCCUPATIONAL CHOICE MODEL WITH AN APPLICATION TO CHILE

Occupational choice and heterogeneous managerial ability enter a spatial Dixit-Stiglitz setting, linking location, wages and regional entrepreneurship rates. Market potential has a positive partial effect and wages a negative partial effect on the regional supply of entrepreneurs, both balancing in equilibrium with endogenous wages. Market potential increases profits, but also the opportunity cost of entrepreneurship. In the long-run equilibrium with perfect mobility, the cut-off level of ability determining selection into entrepreneurship will be the same across regions; moreover, regional differences in entrepreneurship rates depend only in differences in average fixed costs of firms. An empirical application is provided for Chile.
