Access to treatment for those with alcohol, crack or other drug dependency problems - a case study in the municipality of Rio de Janeiro, Brazil

Changes in psychiatric policies has meant more emphasis on the protection of the individuals rights, tougher regulations and disincentives regarding involuntary patient admissions, and the creation of a community network to support individuals needing help. The differing socioeconomic status of those requiring treatment coupled with guidelines issued by the Health Ministry has meant that more support and care is now being directed towards individuals and families. The rise in public awareness of the problems in these areas has aided in the changes that have taken place. Due to a lack of community public services, this has led to the proliferation of different types of services all with differing standards of care and has fueled the public debate surrounding involuntary patient admissions. Our analysis in relation to treatment for those with alcohol, crack and other drugs problems in the municipality of Rio de Janeiro, states that there are gaps related to access for all-day public services and a lack of psychiatrists in multi-disciplinary teams. There are many new and untried serviced offered by the private sector, religious bodies and public shelters which have arisen in the wake of the rise in people that need help. We took note of the development and progress of these new projects as well as the policy recommendations from the Government.

A saúde do adolescente privado de liberdade: um olhar sobre políticas, legislações, normatizações e seus efeitos na atuação institucional

O objetivo do artigo e subsidiar o debate sobre os efeitos que o conjunto de pecas juridico-administrativas e politico-legislativas tem na atuacao institucional e na praxis dos gestores e profissionais dos sistemas socioeducativo e de saude. Levantaram-se e analisaram-se as leis, portarias, resolucoes, normas, textos academicos e institucionais que embasam e constituem a politica de saude voltada aos adolescentes infratores no Brasil. Ha assimetria entre as legislacoes e normatizacoes e a realidade das unidades socioeducativas, o que torna urgente superar as barreiras de preconceito e estigmatizacao via investimento em recursos humanos e parcerias governamentais interinstitucionais.

Inovação em ouvidorias do SUS – reflexões e potencialidades

This article seeks to reflect on the potential of innovative practices in the design and work of the government bodies that comprise the National System of Offices of the Ombudsman of the Unified Health System. It is divided into two parts, seeking to answer the following question: How to think of and implement innovative practices - which include sustainability - when the people are voicing their urgent demands and these are being heard by the public authorities? These grievances are all the more urgent as they involve the area of Health and can they be promptly discussed, attended and resolved? In the first part, the article discusses the polysemic concept of innovation, focusing on its application in the three spheres of public administration, and highlights the importance of its close correlation with the different notions of information and knowledge in a society such as the one we live in. In the second, it develops a task-force of ideas for the office of the ombudsman and based on this, a draft operational concept of innovation in the role of the office of the ombudsman, considering the context of high speed change and transformations and the complexity inherent to contemporary life and the need for resource management and expertise development in information management.This article seeks to reflect on the potential of innovative practices in the design and work of the government bodies that comprise the National System of Offices of the Ombudsman of the Unified Health System. Regionalização no SUS: uma revisão crítica

Resumo O artigo tem por objeto a producao cientifica sobre o tema da Regionalizacao da Saude em periodicos brasileiros indexados no SciELO. Objetivo Revisar tal producao, trabalhando os resultados como subsidios para gestores na tomada de decisao e tambem para o processo de analise da producao academica sobre a tematica. Metodo Busca na base de dados online de artigos no SciELO, utilizando-se 02/06/2016 como corte temporal, ‘regionalizacao’ e ‘saude’ como termos pesquisados e todos os indices como ‘abrangencia da pesquisa’. Identificou-se 102 referencias, cujos resumos foram analisados, chegando-se a 70 artigos que, efetivamente, discutem a regionalizacao da saude no Brasil. Encontrou-se 4 artigos em periodicos fora da area da saude. Analise Criterios institucionais (periodico, area tematica, data da publicacao, abrangencia, quantidade de autores) e categorias analiticas criadas pelo autor – Tipo 1, envolvendo “Estudos Exploratorios” (26), “Estudos Avaliativos” (6), “Estudos Comparados” (3) e “Relatos de Experiencia” (5); Tipo 2, abrangendo “Textos Teoricos-Analiticos” (20) e “Revisoes Historico-Conceituais” (4); Tipo 3, com “Editoriais” (3) e “Resenhas de Livros” (3). Resultados A regionalizacao tem repercussao nos periodicos a partir de 2010. Predominam artigos na categoria de Tipo 1.
