Constructing inclusive education in a neo‐liberal context: promoting inclusion of Arab‐Australian students in an Australian context

School systems are a major social change agent capable of challenging social inequalities and economic disadvantages. Yet, while schools in Australia are being confronted with increasingly culturally diverse populations as well as an increasing focus on student retention, this transformative role is increasingly being played out in a broader educational context that has been found to replicate rather than challenge patterns of social inequality. Successive governments in Australia have responded to this context with a raft of policy initiatives. This paper, based on three-year longitudinal research undertaken in the city of Melbourne, outlines this policy context and introduces the theoretical approach that underpins its innovative approach to managing cultural diversity in educational institutions. It argues for, and presents, a multidimensional model for managing cultural diversity in schools, one that provides the tools for transformative practices to be undertaken to effect positive change in school environments for the benefit of all students.

Religiosity, Citizenship and Belonging: The Everyday Experiences of Young Australian Muslims

Abstract Since 11 September 2001 Muslim Diasporas have emerged as objects of anxiety in Western societies. Underlying this (in)security-driven problematisation is the question of whether Muslims living in the West have the capacity to become fully active citizens while maintaining their religious beliefs, rituals and practices. This apprehension has prompted reactionary government programmes, particularly targeting young Muslims. Such responses fail to recognise the societal capacities that practising Muslims possess, including those informed by the ethical precepts of Islamic faith. This paper argues that it is timely to explore expressions of Islamic religiosity as they are grounded in everyday multicultural environments. The paper draws on survey data and interviews conducted with Muslims living in Melbourne, Australia. We take into consideration key variables of age and generation to highlight how young, practising Muslims enact citizenship through Islamic rituals and faith-based practices and traditions. The paper will draw from key findings to argue that these performances provide a foundation for exploring ways of ‘living’ together in a manner that privileges ethics central to Islamic faith traditions.

Mental healthcare in Kenya: Exploring optimal conditions for capacity building

The global burden of disease related to mental disorders is on the increase, with the World Health Organization (WHO) estimating that over 450 million people are affected worldwide. The Mental Health Global Action Program (mhGAP) was launched by the WHO in 2002 in order to address the widening gap in access to mental healthcare in low-income countries. Despite these efforts, access to mental healthcare in low-income countries remains poor and is often described as inadequate, inefficient and inequitable, with an 85% estimated treatment gap in low-income countries, as compared with 35% to 50% in high-income countries.In this article, the authors argue that integrating mental health services into primary healthcare settings through capacity building is vital with regard to achieving mhGAP goals. The article explores the challenges to and potential enablers for the improvement of the delivery of broad-based mental healthcare services in Kenya. The authors propose the integration of the conceptual dimensions of both the cosmopolitanism and capabilities approaches as a combined strategy for dealing with capacity building in heterogeneous settings such as Kenya.

Examining Islamic religiosity and civic engagement in Melbourne

With geopolitical concerns surrounding the rise of militant, transnational groups who draw on Islamic texts for legitimacy, the place of Islam in western societies has become a source of anxiety, fear and suspicion. The central concern is whether Muslims living in the West have the capacity to become fully active citizens. This article uses quantitative and qualitative methods to examine whether Islamic religiosity is a predictor for civic engagement and active citizenship among Muslims living in Melbourne, Australia. The findings show that organized religiosity can be a strong predictor of civic engagement, countering the discourses that demonize Islam as a source of radicalization and social disengagement. While the findings show that suspicion of divisive forces and lack of trust in public institutions might prevent some young Muslims from engaging in formal political participation, grassroots civic engagement enables Muslims to demonstrate care and feel like active citizens of the Australian community without compromising core religious values.

Practices of active citizenship among migrant youth: beyond conventionalities

ABSTRACT This paper discusses the empirical manifestations of the notion of active citizenship in the context of the experiences of migrant youth. It focuses on the practices of active citizenship through involvement in social networks and creative civic engagement. In doing so, the article examines the complex and multi-faceted nature of social networking among migrant youth and the extent to which their approach to engagement is dependent on the specificities of the local environment, the type of social issues involved, and the cultural norms of ones own cultural heritage. Key empirical insights are derived from quantitative and qualitative research conducted among migrant youth of African, Arabic-speaking and Pacific Island backgrounds in Australia. These empirical insights are used to examine the changing perceptions of active citizenship among migrant youth, and the possibilities offered through non-traditional networks to engender civic engagement and social participation.

Addressing the “Muslim Question”

The question of whether Islam and Muslims belong in the West has been the subject of considerable political “debate” well before the events of 9/11. Indeed, subsequent events, though different but connected, have unfolded on the international scene as the “War on Terror”. This question has undoubtedly attracted public attention and the answers are more polarised nowadays as we live in the highly mediatised shadow of Al-Qa’eda and its more violent incarnation, the Islamic State (IS). Indeed, the clash of civilisation thesis advanced by Samuel Huntington had at its core a philosophical and practical assumption that Islam and the West are on a collision course because of their divergent cultural and value systems. In other words the cultural fault line that divides the Muslim world from the West is not only about democracy but also about ethics and values. The excessive securitisation of Islam and its public construction as “alien”, “foreign”, “threatening” and altogether “incompatible” with Western democratic values adds weight to the self-fulfilling prophecy that sees nothing but violent clashes in history that stretch from the Crusades to the War on Terror.

Local Governance and the Challenge of Religious Pluralism in Liberal Democracies: An Australian Perspective

Multiculturalism has gradually retreated as a meaningful concept for Australian identity and has, instead, been replaced by principles of equal citizenship and a commitment to the core values of Australian national identity. This paper firstly locates these shifts in broader theoretical debates underpinning democratic governance and equal citizenship. Secondly, and given that local government is a key constituent of Australias democratic system, the paper seeks to explore the attitudes of local government representatives towards multicultural services and cultural citizenship in contemporary Australia. The empirical findings of this study show that a minority of local government representatives hold a negative outlook on cultural diversity and multicultural policies. The paper argues that it is important to ensure opportunities for intercultural understanding at the local level are optimised as a way of enhancing full and equal citizenship for all and thus creating greater possibilities for successful integration among religious and cultural minorities.

Race lines and spaces of political action among migrant youth

Recently proposed Anti-Racism Strategy established within a framework of the Australian Governments multicultural policy, People of Australia, identifies ‘youth engagement’ as one of the key areas that needs to be promoted and supported. Young people have been invited to join youth councils and youth forums and work with national, state and local policy-makers. Some have taken up this challenge and became public faces and active members of anti-racism campaigns. Others, however, either remained silent about the discrimination they face, or organised their own grassroots youth-based and youth-led initiatives. This paper discusses individual and collective responses to racism among young people in Australia, focusing on Melbourne, and examines possibilities in which racism, as a common experience among migrant youth, can be utilised to form alternative spaces for political action, challenging not only interpersonal, but also systemic forms of racism. By drawing attention towards institutional and systemic forms of racism, and the historical perpetuation of racist practices, these youth initiatives rely on legal measures, and argue that racism should be discussed in the context of the broader Australian society, not only in relation to minority groups.

A Fragmented Discourse of Religious Leadership in France: Muslim Youth between Citizenship and Radicalization

Abstract At a time when public debates about radicalization of Muslim youth in the West are taking center stage and when questions about “home-grown” security threats are increasing in the wake of a number of terrorist attacks in many émigré societies, this article provides fresh empirical insights from the perspective of religious leadership. It outlines a picture of a highly diverse Muslim religious landscape where competing religious discourses are struggling to attract and support Muslim youth facing social dislocation and identity crises within increasingly contested social milieus. The article argues that a typology of religious leadership is clearly emerging where a spectrum of faith-based orientations and religious practice emphasize, to different degrees, notions of attachment to universal ethics and individual agency. The fact that conservative, sometimes radical, interpretations of such contestations represent a minority of voices is heartening even though the actual damage by such minority is often disproportionate to its actual size within the so-called silent majority. The empirical insights provided by the religious leaders interviewed for this study offer hope that the future of Western Muslims is more positive than we are led to think, if the possibility of combining devout faith with local political engagement becomes a real and sustainable conduit towards social inclusion and intercultural understanding and if necessary support and understanding are extended by the host communities.

Grounding Religiosity in Urban Space: insights from multicultural Melbourne

ABSTRACT Cities within Western democratic societies have long been regarded as sites where secular visions of modernity and citizenship are enacted. Today, however, ethno-religious diversity has emerged as a deep and vibrant part of urban social life and public culture, shaping place-making practices that nourish ‘post-secular’ belonging and practices of citizenship. Place-making and citizenship practices that are shaped by ethno-religious diversity have the potential to transform public spaces highlighting common humanity and ‘shared vulnerability’ (J. Butler, Precarious Life: The Powers of Mourning and Violence (London and New York: Verso, 2004)). The visibility and embodiment of Islamic religious beliefs, ritual observances, and cultural expressions often circulate feelings of suspicion and unease for non-Muslim co-citizens. In this paper we deviate from this dominant narrative to argue that ‘everyday’ forms of religiosity that underpin and shape social and political actions performed in public space make an important contribution to the multicultural milieu of the nominally ‘Western’ city, shaping public spaces that resonate with hope and shared responsibility. The paper draws on participant observation, photo-ethnography and interviews with Melbourne residents, of Muslim faith, and predominantly of Egyptian, Turkish and Afghani (Hazara) cultural heritage.
