This paper looks at the ways in which transport can impact on social exclusion processes by examining how the introduction of road user charging may affect residents of Bristol. It gives an overview of the concept of transport and social inclusion/exclusion, describes key themes emerging from DfT-funded research conducted in the city and reflects on the importance of consideration of these themes to the policys successful implementation. By exploring road user charging from both collective and individual perspectives, the paper illustrates how this congestion charging policy could promote social inclusion.

Social inclusion/exclusion has only recently emerged in transport-related discourse. Despite the apparent absence of a transport policy framework for social inclusion/exclusion, there has been some movement towards a greater understanding of the social aspects of transport in the research sphere. This book brings together some of this research, focusing on ethnicity - an area that has, so far, had little discussion in the traditional transport literature, thereby contributing to the exploration of the interface between transport and social exclusion. In particular, it examines the contribution that demand management measures can make to the reduction of the negative impacts of road-based transport. It questions whether methods such as road user charging and work place parking can be used as instruments for social inclusion, and analyses the potential negative impacts of these schemes if sufficient attention is not paid to ethnicity issues

This article is oriented towards the tensions between the local character of the lived experience of transport and the more general view taken in transport policy studies. The article presents research conducted in 2002–2005 into the lived experience of transport structure: it represents a social transport policy approach to the phenomenon of suppressed journeys and barriers to travel. The research was funded by the Department for Transport with the primary goal of exploring the complexities associated with travel among different social groups and across different geographic locations. Two case studies were undertaken, one in a rural location and one in a peripheral urban location in Oxfordshire. Analysis of the case‐study materials resulted in a number of findings, the most pertinent of which is that there is a major consultation gap between users of the transport system and planners of that system. Additionally, existing methodologies in transport and travel under‐record and under‐represent the barriers to mobility experienced in the routine of everyday life within contemporary Britain.
