This paper analysis the disparities between Romanian Counties regarding the spatio-temporal evolution of rural population acces to sanitation services for pre-accession period (2003-2006) and the first two years since Romania is part of the EU-27 (2007-2008) highlighting positive or negative changes occurred in this period.Romanian counties were mapped and divided into five typological classes,using multivariate analysis such as hierarchical cluster analysis method.Each class has different values of rural population served by waste collection services related to the Romania average (expressed in standard deviations).Limited access to sanitation services from rural areas lead to uncontrolled waste disposal.Despite improvement of public access to sanitation services in rural areas compared to 2003 most of population still lack access to waste collection services in 2008.In this context, implementation of the acquis communautaire on municipal waste management is difficult to achieve in rural territory.

Poor waste management facilities led to uncontrolled waste disposal on improper sites in the proximity of human settlements particularly in rural areas. This bad practice prevailed in all rural regions until 16 July 2009 when these garbage dumps should be closed and rehabilitated according to Government Decision number 345/2005 which comply the Landfill Directive 1999/31/EC. The paper aims a spatial analysis of waste indicators concerning the rural dumpsites at administrative territorial units on national, regional and local scale. These data are correlated to geographical conditions reflecting spatial patterns in their distribution across and within Romanian counties. The role of geographical conditions is revealed at local scales in these spatial patterns due to a low coverage rate of rural communities to waste collection services. Such analysis supported by field observations is necessary for a proper understanding of illegal waste disposal issue. Rural regions are still exposed to such bad practices polluting the local environment

The paper examines the per capita waste generation rates from from rural areas of Neamț County (Romania) using thematic cartography. Geographical approach of this issue is difficult because the lack of a geostatistic database at commune scale. Spatial analysis of waste indicators reveals several disparities between localities. Comparability of data between communes located in various geographical conditions must be carrefully made according to local waste management systems. Several dysfunctionalities are outlined in order to compare these results, on the one hand, between localities and on the one hand, between recent years. Geographical analysis of waste generation rates is imperative for a proper monitoring of this sector. Data from 2009, 2010 and 2012 shows that rural waste management is in a full process of change towards a more organized, stable and efficient system.

The paper aims to mapping the potential vulnerable areas to illegal dumping of household waste from rural areas in the extra- Carpathian region of Neamt County. These areas are ordinary in the proximity of built-up areas and buffers areas of 1 km were delimited for every locality. Based on various map layers in vector formats (land use, rivers, built-up areas, roads etc) an assessment method is performed to highlight the potential areas vulnerable to illegal dumping inside these buffer areas at local scale. The results are correlated to field observations and current situation of waste management systems. The maps outline local disparities due to various geographical conditions of county. This approach is a necessary tool in EIA studies particularly for rural waste management systems at local and regional scale which are less studied in current literature than urban areas.

The lack of proper waste collection systems leads to plastic pollution in rivers in proximity to rural communities. This environmental threat is more widespread among mountain communities which are prone to frequent flash floods during the warm season. This paper estimates the amounts of plastic bottles dumped into the Izvoru Muntelui lake by upstream rural communities. The plastic pollution dimension between seasonal floods which affected the Bistrita catchment area during 2005–2012 is examined. The floods dumped over 290 tonnes of plastic bottles into the lake. Various scenarios are tested in order to explain each amount of plastic waste collected by local authorities during sanitation activities. The results show that rural municipalities are responsible for 85.51% of total plastic bottles collected during 2005–2010. The source of plastic pollution is mainly local. The major floods of July 2008 and June 2010 collected most of the plastic bottles scattered across the Bistrita river catchment (56 villages) and dumped them into the lake. These comparisons validate the proposed method as a reliable tool in the assessment process of river plastic pollution, which may also be applied in other geographical areas. Tourism and leisure activities are also found to be responsible for plastic pollution in the study area. A new regional integrated waste management system should improve the waste collection services across rural municipalities at the county level when it is fully operational. This paper demonstrates that rural communities are significant contributors of plastics into water bodies.

Waste Electrical and Electronic Equipment management (E-waste or WEEE) is a crucial issue in the solid waste management sector with global interconnections between well-developed, transitional and developing countries. Consumption society and addiction to technology dictate the daily life in high and middle-income countries where population consumes large amounts of EEE products (electrical and electronic equipment) which sooner become e-waste. This fraction is a fast-growing waste stream which needs special treatment and management due to the toxic potential of public health and environment. On the other hand, the e-waste contains valuable materials which may be recovered (precious metals, Cu) reused and recycled (metals, plastics) by various industries mitigating the consumption of natural resources. The new challenge of e-waste management system is to shift the paradigm from a toxic pollution source to a viable resource in the context of sustainable development.

This paper examines the current challenges in urban waste management systems under EU regulations for a newcomer state. Piatra Neamț is among the first Romanian cities which made the transition from a traditional to a modern waste management infrastructure through ISPA funds. These changes are poor reflected in rate of recyling and treatment so far according to analysis of waste streams. The paper performs a critical review of waste management services and also assesses the vulnerability to illegal dumping. Inappropriate sites of waste management facilities contribute to environmental pollution and urban landscape degradation. Comparative analysis between pre-accession period vs. current situation highlights one the one hand the improvements in this sector and on the other hand the difficulties to comply EU targets.

The book points out that rural regions need proper attention at the global level concerning solid waste management sector where bad practices and public health threats could be avoided through traditional and integrated waste management routes. Solid waste management in rural areas is a key issue in developing and transitioning countries due to the lack of proper waste management facilities and services. The book further examines, on the one hand, the main challenges in the development of reliable waste management practices across rural regions and, on the other hand, the concrete solutions and the new opportunities across the world in dealing with municipal and agricultural wastes. The book provides useful information for academics, various professionals, the members of civil society, and national and local authorities.
