This paper presents theoretical foundations for the approach of studying the mechanism of producing landslides, criteria for estimating production potential of landslides, causes that trigger this process of degradation and enabling factors and recommendations on the elaboration of ecological reconstruction measures of the affected land and soil covering the land. Landslides are the movement of rock masses on slopes due to gravity. They can occur on any land that meets favorable in terms of lithology, moisture content and slope angle and can vary in size from a single block to a fall of rocks, up to million cubic meters of material in an avalanche of debris. Landslides play an important role both in the evolution of landforms and security of the work performed by man by which is subject to potential risks to the population or buildings, and the magnitude of these risks. Landslides can affect mainly: natural slopes, seashore, slopes in the excavation of canals, embankment slopes, dams, earth dams and local materials, docks and retaining walls, molded walls, structures protected by sheet piling (Luca, 2010).

Irrigation works occur radically in the natural ecosystems which they change economically although, biologically, they reduce natural biodiversity. They can have side effects such as water regime change, degradation of soil features etc., if the technical prescriptions concerning the irrigation application and land operation are not observed. The construction and maintenance of these facilities require specialized staff who, besides technical training, should have good agronomic education and to ensure the coordination of water facilities with the agricultural land.
