New service development in e‐government: identifying critical success factors

Spyros Angelopoulos; Fotis Kitsios; Thanos Papadopoulos

Purpose – The purpose of this paper is to suggest a model that incorporates critical factors contributing to the success in new service development (NSD) projects in electronic government (e‐government).Design/methodology/approach – After a brief introduction to e‐government and NSD in respect to models for successful implementation, the authors justify and build on the existing literature that advocates the use of critical success factors (CSFs) to study the implementation of these projects. They suggest a model that incorporates the determinants of success or failure for a new service through a set of variables.Findings – This paper proposes a framework, which is believed to help with the empirical research of CSF in NSD. The suggested framework attempts to bring experience in leadership and coordination of work theory and practice together by synthesising the existing literature with real‐life experience.Research limitations/implications – The paper contributes to the e‐government implementation litera...

Business Models for Open Data Ecosystem: Challenges and Motivations for Entrepreneurship and Innovation

Fotis Kitsios; Nikolaos Papachristos; Maria Kamariotou

Open data provide many opportunities for businesses, such as the development of new products and services. A significant challenge for businesses and governments is the collaboration among actors who provide data, actors who consume data and actors who create new services and applications around the data. These actors synthesize a collaborative environment-called ecosystem. Open data ecosystems face many obstacles and researchers have focused their interest in establishing and validating them. The existing knowledge about the open data ecosystem from the business perspective is limited. The purpose of this study is to examine the actors of open data ecosystem and their relationships, their motivations in order to increase entrepreneurial activities as well as the business model elements which are required in open data based business. 6 interviews were carried out with actors from open data ecosystem so as to receive up-to-date information directly from actors and estimated how the current ecosystem enables new business opportunities for actors providing data and for actors utilizing data. The analysis of findings is based on the Business Model Canvas and results are presented according to the perspective of each actor of the ecosystem. Findings show that although actors are highly interested in using open data, there is a need for a new kind of business ecosystem that makes a win-win condition possible for all the actors in the open data ecosystem. The interviews disclosed many motives and benefits of the open data ecosystem. Nevertheless, there are also barriers that should be carefully examined and resolved.

Information Systems Phases and Firm Performance: A Conceptual Framework

Maria Kamariotou; Fotis Kitsios

Strategic information systems planning (SISP) has been identified as a serious management issue. SISP is fundamental for organizations to succeed in current competitive global marketplace. This paper, based on a methodology about literature review, examines the phases and the measurement of phases success in order to understanding the process of SISP. Identifying 60 scientific articles, between the period 1980, when the concept of SISP appeared, and 2015, we present a composition and an analysis of the findings of a literature review and we focus on SISP process and its impact on firm performance. This paper makes two contributions. First, it explicates relevant fields about the query and concludes to a theoretical model. Secondly, this literature review analysis offers opportunities for future research.

Decision Support Systems and Business Strategy: A Conceptual Framework for Strategic Information Systems Planning

Fotis Kitsios; Maria Kamariotou

Nowadays, businesses have to be competitive and to make effective decisions in order to achieve their goals. Strategic Information Systems Planning (SISP) and Decision Support System (DSS) contribute to this effort. This paper aims to propose the steps of a framework which combines both the SISP concept and DSS, based on previous models. These models present the steps of a DSS. This proposed framework is developed in order to acquire and store significant information for its strategic decisions and implement them more effectively. The paper contributes to the DSS literature in the two ways. Firstly, it suggests a framework which is believed to maintain the empirical research of SISP in DSS field. Secondly, it outstretches the scope of SISP on DSS research area, beginning with the need for more research to be implemented regarding the DSS in SISP through strategic management. By presenting this framework, a number of implications and proposals for further investigation are accrued.

Fotis Kitsios; Odysseas Moschidis; Efstratios Livanis

This study aims to gain insight into criteria detailed market study, business/financial analysis, business/financial analysis before promotion, resource allocation that contribute to the success of new service development NSD ventures in sectors of tourism economy and focusing especially on the hospitality sector. A second level analysis based on in-depth structured interviews data collected from hotel CEOs is presented. Collected data refer to NSD processes as implemented in their organisations. Correspondence analysis is being used to analyse exploratory studys results. The presentation layer of the analysis is given in the form of factorial axes and their functions. In conclusion, this study identifies service innovation strategies for hotels to gain competitive advantage. Due to the lack of capitalised knowledge on the pathways of new service development, such projects are prone to high failure rates.

Cultural and Creative Industries Innovation Strategies for New Service Development Using MCDA

Fotis Kitsios; Eleni Champipi; Evangelos Grigoroudis

The continuous development of new services is a prerequisite for the development and prosperity of Museums in today’s competitive environment. So far, however, limited research effort has been devoted on the development process of innovative services within cultural and creative industries and particularly Museums. Given the crucial importance of cultural organisations for the dynamic cultural and creative industries, this research work aims at studying the development of new innovative services in the Museums of Athens and their ability and capacity to adopt innovation management (i.e., development, organisational, functional and technological aspects of management) as the basic strategy for diversification. To achieve this task, a systematic desk-top research took place in order to identify and analyse models, practices and processes available on the design and development of new services. Based on the results of this work, a survey was designed aiming to identify the current status with regards to innovative services development and innovation management within Athenian Museums. The fieldwork was carried out in 62 museums in Athens and investigated the development process of 184 different services. The analysis was based on data collected via an in depth structured interview with questionnaires from museum directors knowledgeable about new service development in their organisation. A multicriteria methodology was used to examine the potential of a predictive model for successful new service development projects in the cultural industry.

Decision Making for Content Management Systems: Criteria Identification and Categorisation

Spyros Angelopoulos; Fotis Kitsios

The use of content management systems (CMS) has radically changed the way that web sites are deployed. The plethora of such systems however, makes the decision-making process a challenging task since there is no available classification for CMS. Our study attempts to identify distinctive characteristics of CMS in order to classify them in performance categories. The analysis of our study incorporates both quantitative and qualitative research methods for the successful triangulation of the identified results. For the needs of the study we explored 570 CMS and identified 51 criteria, which we ranked into six distinctive categories that describe clearly the issue of CMS selection. The results of our study can represent an invaluable asset for the successful outcome of decision-making regarding CMS selection from an organization or individuals, and a competitive advantage for the use of innovation toolkits such as benchmarking.
