Improving the understanding of BAM technology for real-time decision support

Ajantha Dahanayake; Richard J. Welke; Gabriel Marcuzzo do Canto Cavalheiro

Business activity monitoring (BAM) provides real-time access to critical business performance indicators to improve the speed and effectiveness of business operations. Ideally, BAM systems should allow enterprises to improve their operational performance by helping them perceive, understand and respond to events that have a significant impact on their business processes. Despite the fact that most enterprises have pressing needs to improve their operational performance in highly competitive and dynamic business environments, BAM systems have been poorly utilised. This is mainly due to the fact that there are no formal standards which enumerate what specific features BAM systems must include or theoretical models which support comparative analyses between BAM systems. Indeed, selecting a suitable BAM system is a challenge. To improve the ability of enterprises to understand and select a BAM system for their particular decision support needs, a BAM definitional model as well as BAM classification criteria are proposed.

Towards a heuristic frame for transferring e-government technology

Gabriel Marcuzzo do Canto Cavalheiro; Luiz Antonio Joia

Abstract This article addresses challenges in accomplishing technology transfer process involving the adaptation and implementation of e-government applications from a donor country to a recipient country. Here it is claimed that prior e-government research has overlooked existing technology transfer literature from the field of knowledge management. This work is aimed at addressing the underlying issues associated with the transfer of e-government technology, given different characteristics of donor and recipient organizations in terms of the socio-economic context and the dynamics of the technological infrastructure. Based on a review, interpretation, and synthesis of a broad range of both technology transfer, e-government and knowledge management literature, we extend the Information Technology Transfer Life-Cycle Model, as this well-known model was derived entirely based on empirical evidence. To this end, we propose a heuristic frame for e-government technology transfer. Finally, five propositions accrued from both the literature review and the proposed heuristic frame are set forth to be further tested, in order to better understand the process dynamics of e-government technology transfer between countries.

Examining the Implementation of a European Patent Management System in Brazil from an Actor-Network Theory Perspective

Gabriel Marcuzzo do Canto Cavalheiro; Luiz Antonio Joia

Drawing upon the Brazilian experience, this article aims at examining some of the key issues associated with e-government technical cooperation programs designed to enhance the service provision of Patent Offices in developing countries. In order to do that, this work adopts the Actor-Network Theory as a framework for understanding the processes of transferring e-government technologies from the European Patent Office (EPO) to the Brazilian Patent Office, which is locally called Instituto Nacional da Propriedade Industrial (INPI). This longitudinal study aims to contribute to the limited empirical evidence surrounding technical cooperation involving Patent Office organizations. Our findings suggest that gaps and conflicts among the existing national laws and policies, duration and type of historical interactions among EPO and INPI, as well as differences in the Information Technology infrastructure and capabilities of the participating organizations are the key issues in e-government technology transfer between EPO and INPI.

Improving IT-Enabled Sense and Respond Capabilities: An Application of Business Activity Monitoring at Southern International Airlines

Richard Welk; Gabriel Marcuzzo do Canto Cavalheiro; Ajantha Dahanayake

Commercial airlines face an extremely challenging operating and competitive environment. To remain in business they must comply with ever-changing regulatory requirements while, at the same time, minimizing their operational costs without sacrificing customer expectations of service levels. Increasingly, airlines are realizing that a “plan-execute†mode of operation must give way to a “sense-respond†mode of operation; in other words they must become a real-time (agile) organization, capable of sensing the occurrence of unforeseen events such as the placement of a last-minute shipping order, flight delays, and cancellations, and respond effectively in real-time to such events. To enable enterprises in general, and the airline industry in particular, to improve their sense-and-respond capabilities and ensure better resource utilization, a number of software vendors are offering event stream processing and Business Activity Monitoring (BAM) solutions. This case examines a longitudinal set of real-world implementation projects using such a solution at a major US airline (referred to as Southern International Airlines) and the results and lessons gained from this deployment.

ICT-DRIVEN PUBLIC SERVICE TRANSFORMATION OF SOCIAL SECURITY SYSTEMS IN A DEVELOPING COUNTRY: THE BRAZILIAN CASE

Gabriel Marcuzzo do Canto Cavalheiro; Luiz Antonio Joia; Fundação Getúlio; Richard J. Welke; Ajantha Dahanayake

This article reports on large‐scale service transformation in the social security system in a developing country accruing from the use of information and communication technology (ICT) in recent years. In the context of the Brazilian case, it offers insights into how a developing country is extensively employing ICT to meet its socio‐economic needs and circumstances. Here, it is provided an historical overview of experiences relative to re‐engineering of processes and the expansion of Internet and multi‐channel social security services. This paper examines ICT solutions from a functional perspective and it contributes to improve understanding of operational challenges faced by social security system in a developing country.
