Rescue during the rail transport of dangerous goods

An article constitutes characterization of basic information about rail transport of goods. Firstly, it presents basic information about rail transport such as national and international rules of law, rail’s infrastructure and main companies responsible for the organization of transport. Secondly, paper discussed the threats connected with rail transport of goods and it shows procedures and behaviors which should be taken in case of an accident on the railroad. Another theme mentioned in the paper concerns rescue during the rail transport of dangerous goods. The proposition is to improve existing rescue system what will permit to increase the safety of people and the environment. The Article is finished by a brief summary of content described in it.

Conception of National System of Monitoring Dangerous Goods Vehicles

The paper refers to problems on dangerous goods transport. Realization of the planned tasks may significantly contribute to improving safety of people and environment and developing methods to minimise damages and costs, improving the exchange of information between centres of production, carriers, receivers and emergency centres and determine methods of cooperation at the place of a breakdown.

A Prototype of Economical and Universal On-board Events Recorder – A Black Box for Vehicles

The paper refers to the project to develop two economical prototypes, of the universal on-board devices: Event Data Recorder – black box for all types of the motor vehicles, Event Data Recorder - black box for all types of the motor vehicles, registering eCall notifications. The device will record much data concerning the vehicles technical condition, the way it was driven and RTS. The recorder may be used in the passenger, company and cars with the right of way, taxies, buses and trucks. The recorder may serve the purpose of the neutral witness for the police, courts and insurance firms, for which it will facilitate making the reconstruction of the road accidents events and will provide proofs for those who caused them. The device will bring about more law-abiding and efficient driving, which will significantly contribute to decreasing the number of the road accidents and limiting the environmental pollution.

Polish Research on the Subject of Electronic Toll Collection

Motor Transport Institute has developed functional structure of the National Automatic Toll Collection System (NATCS). It consists of the following elements: four intelligent on-board units (OBU‘s), two control gates and laboratory model of National Automatic Toll Collection Centre (NATCC). OBU automatically calculates the amount of charge due, taking into account the vehicle category (admissible weight, number of axles), the emissions class and road distance. OBU is equipped with GPS, GSM and DSRC module, so it is interoperable with other electronic toll systems in the EU member states and meets requirements of directive 2004/52/EC and EC decision of 6 October 2009. The NATCS has recognized not only OBU Tripon – EU but also OBU from Toll Collect (Germany) and Passango from France which proved interoperability in the EU. The efficacy of automatic detection of number plates was 99.9%.

The Pilot Project of the National Automatic Toll Collection System for Poland

Abstract The paper refers to some problems of European Electronic Tolling Service (EETS) implementation in Poland. Motor Transport Institute has developed the structure of the National Automatic Toll Collection System (NATCS). It consists of National Automatic Toll Collection Centre (NATCC), OBU and control subsystem. NATCS system is based on a combination of mobile communications using the GSM-GPRS standard technology, the satellite-based global positioning system (GPS) and 5, 8 GHz microwave technology. An innovative element of NATCS is the On-Board Unit (OBU), which automatically calculates the amount of charge due taking into account the vehicle category (admissible weight, number of axles), road distance and the emissions class (ecological aspect). OBU is equipped with GPS, GSM and DSRC module, so it is interoperable with other EETS in member states of EU. The control subsystem distinguishes between automatic enforcement through control gates, enforcement by mobile teams, and patrol teams. This presented kind of system is the best solution for Poland because of unique capabilities.
