The authors consider the economic motivations when individuals choose an educational path. This line of research is relevant from both, the point of view of science — research of economic behavior of an individual, and the point of view of practice — allows to increase efficiency of investments in a human capital. The authors have developed the economic and mathematical model of choice of optimum educational paths by individuals. The model is realized in the software and approved on real data on more than 5,5 thousand students. For the analysis of the importance of rational economic expectations when an educational path has to be chosen, the paths chosen by students is compared and the educational paths optimum from the point of view of economic rationality are calculated. The analysis of the results has showed that mainly, the choice of educational paths happens according to the economic motivations. On the considered selection, 66 % of prospective students have chosen an optimum path from the point of view of economic preferences. The most significant factor providing development of optimum educational paths is an expectation of higher income upon completion of education — 22 % of all educational paths, and a possibility of cost-cutting of educating or state-subsidized education — 12 %. In our opinion, one of the most important practical results of the research of optimum educational path is the need to consider expectations of students and prospective student when developing a state policy of investment in human capital.

A prediction or forecast can be defined as statement about an uncertain event in the future. Accurate prediction helps to prevent or mitigate possible risks and accordingly reduce the risk of loss. Inductive machine learning is the process of learning a set of rules from instances (examples in a training set), or more generally speaking, creating a classifier that can be used to generalize from new instances. The data analysis task classification is where a model or classifier is constructed to predict categorical labels (the class label attributes). Classification is a data mining function that assigns items in a collection to target categories or classes. The goal of classification is to accurately predict the target class for each case in the data. The authors focus on the issues of scientific migration. This trend is relevant from both an academic perspective — studying the individual’s economic behaviour, as well as practical one, because competition for talent has a significant impact on innovation policy initiatives around the world. Most Russian and foreign researchers are unanimous about the main complication for these studies: the lack of reliable information about scientific researchers’ migration. To search for these data, we have developed a methodology implemented in software based on the big data technology. This software allows to analyse data sets from leading scientific citation bases. The information on scientific migration resulted from the analysis of changes in affiliation. We have collected the data on the scientific migration of researchers employed by the Ural Federal University from the Scopus database. The verification of the obtained data showed their high reliability. Most researchers move to Western European countries and the United States (up to 72 %). The main areas of emigrating researchers’ scientific interests are natural and technical sciences. The optimal approach to minimizing the negative impact of scientific migration on Russia’s scientific and technological security is the practical application of the theory of brain sharing. According to this theory, a large scientific diaspora abroad is an essential resource for the development of science and innovation.

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. This papers reviews the main threats to the todays consumer market and offers a historic tour of their existence. The results of a comprehensive diagnostics technique of economic safety of the consumer market in the region taking into account the impact of threats are presented. In the basis of the procedure is an indicative method of analysis, in which diagnosis is carried out on a set of criterial parameters. Along with a comprehensive assessment, the paper offers a detailed analysis of one of the methods modules - evaluation of consumer protection as the most vulnerable category of participants in the consumer market. A classification of prejudice of consumers in accordance with international studies is considered. The conducted study showed that, in general, there is a positive trend of economic safety of the consumer market in the region for the period from 2003 to 2010, but, according to some modules (evaluation of consumer protection), the situation has worsened for the majority of the subjects discussed during the reviewed period. The results of economic safety diagnostics of the consumer market actors can be used in the formation of program-target events to neutralize the negative trends in the consumer market.

Modern concepts of an estimation of interaction of the state and business are considered. The conclusion is drawn on perspectivity of development of the infrastructural approach. The basic threats to development of a market infrastructure of the Russian economy are revealed. Direction of neutralization of these threats are offered.
