Achievements of Lithuanian Sustainable Development During the Integration Process into the European Union

Abstract After the collapse of the Soviet Union, Lithuania rapidly started turning towards European trade patterns averting from those of the former communist regime. However, European integration has had an effect not only on convergence of gross domestic product (GDP) but also on convergence of prices as well as on alteration of living standards. The goals of Lithuanian integration to the EU were noted in the National Lithuanian Sustainable Development Strategy. The key objective of sustainable development in Lithuania was to achieve the present developmental level of the EU countries according to indicators of economic and social development. Therefore, the paper compares the convergence across the old and newer member-states of the EU in terms of GDP, household final consumption expenditure and comparative price level indices. Convergence of new members of the EU: changes in household consumption expenditure structure regarding environmental impact during the prosperous period

The materially intensive consumption patterns and lifestyles present a major challenge to sustainability. The major part of consumption is determined in households; therefore, most of the environmental load is allocated to households as well. In order to examine how environmental impact by household consumption varies during the prosperous period, one needs to explore the alteration of household consumption structure, considering that discrete consumption expenditure categories influence environmental impact distinctly. Regarding that, alterations of household consumption expenditure structures are also partially influenced by European integration process. So convergence of new member states of the EU to the old ones by household consumption structure was analyzed. For estimation of occurrence and the extent of household consumption structure, X-convergence was applied. Therefore, the results showed that during the period of 1995–2007, the Czech Republic, Estonia, Lithuania and Slovenia were the most successful and Latvia with Poland achieved the least in converging toward the EU-15 consumption expenditure structure. According to evaluation of distinct consumption categories in relation to acidifying compounds and greenhouse gas emissions intensities, it was revealed that alterations of household consumption expenditure structure led to smaller levels of household environmental impact with the exception of Hungary.

The challenges and opportunities of climate change policy under different stages of economic development

Climate change policy confronts with many challenges and opportunities. Thus the aim of this study was to analyse the impact of gross domestic product (hereinafter GDP), trade, foreign direct investment (hereinafter FDI), energy efficiency (hereinafter EF) and renewable energy (hereinafter RE) consumption on greenhouse gas (hereinafter GHG) emissions in 1990-2013 and reveal the main challenges and opportunities of climate policy for which policy makers should take the most attention under different stages of economic development. The results showed that the economic growth significantly contributed to the increase of GHG emissions and remains the main challenge in all groups of countries. Analysing the trade impact on pollution, the results revealed that the growth of export (hereinafter EX) significantly reduced GHG emissions only in high income countries. However, the export remains a challenge in low income countries. FDI insignificantly determined the changes in GHG emissions in all groups of countries. Meanwhile, energy efficiency and share of renewable energy consumption are the main opportunities of climate change policy because they reduce the GHG emissions in all groups of countries. Thus, technological processes, the increase of energy efficiency and the shift from carbon to renewable energy sources are the main tools implementing the climate change policy in all countries despite the different stage of economic development.
