This paper presents evidence on the accuracy of press reports regarding the foreign exchange market interventions conducted by the Bank of Japan (BoJ) between January 1995 and December 1999. We find that the reports of interventions in the financial press are a relatively inaccurate indicator for the actual interventions of the BoJ. We also find that the accuracy of press reports of BoJ interventions is higher for those interventions which were carried out jointly by the BoJ and the Federal Reserve.

This paper extends the Dornbusch model of overshooting exchange rates to discuss both exchange rate and output effects of capital controls that involve additional costs for International asset transactions.We show that, on the one hand, such capital controls have the merit of reducing the volatility of exchange rate volatility in the sort run and induces costs for the real sector in the form of lower equilibrium output levels. Die Europäische Zentralbank soll Preisstabilität garantieren. Sie soll aber auch die allgemeine Wirtschaftspolitik bei der Realisierung anderer Ziele wie z. B. einem Produktionsbzw. Wachstumsziel unterstützen. Doch welches Gewicht misst die Zentralbank den unterschiedlichen Zielen bei? Diese Frage kann unter Zuhilfenahme so genannter Zielfunktionen theoretisch und empirisch untersucht werden.

Lange Zeit wurde in der Volkswirtschaftslehre das Konzept der effizienten Märkte (vgl. Fama, 1968) als das dominierende theoretische Konzept zur Erklärung der Preisbildung auf Finanzmärkten angesehen. Preisveränderungen werden innerhalb dieser Theorie stets auf das Eintreffen neuer, bislang unbekannter und somit in den Preisen unberücksichtigter Informationen zurückgeführt (vgl. Pierdzioch/Stadtmann, 2002). Effiziente Märkte (im strengen Sinn) zeichnen sich dadurch aus, dass unabhängig davon, wie vielen Marktteilnehmern eine Information bekannt ist, der Preis unmittelbar seinen fundamental gerechtfertigten Wert annimmt, so dass selbst aus der Kenntnis neuer privater Informationen kein Gewinn erzielt werden kann.
