An Integrated And Shared Approach To Sea Of The Regional Town Master Plan Of Sicily

Giovanna Federico; Giovanni Lascari; M. La Gennusa; Gianfranco Rizzo; Marzia Traverso

The work addresses one of the most important problems in contemporary environmental land planning. Already existing procedures, in fact, must now conform to the new requirements imposed by the recent national and international regulations and standards that call for a more conscious approach to the use of natural resources. Strategic Environmental Assessment (SEA), for example, takes into account, the different effects of a plan in various fields such as the environment, the economy and the development. This obviously calls for global analysis tools that could help administrators, stakeholders and technicians in the decision-making process of such complex systems. SEA of the Town Master Plan of the Sicilian region is here utilized for demonstrating the effectiveness of a continuously concerted action with the stakeholders in the decision-making processes involving wide and complex territories. For this purpose, the Dashboard of Sustainability is applied to the Sicilian Town Master Plan by comparing the performances of nine Sicilian provinces in terms of different policy scenarios, through a consideration of the effects on the environment, mobility, society and town planning issues. This consultation procedure results in a very effective tool for politically ranking, within a shared frame, different alternatives referring to land developing interventions.

Greening The School Park: Energy And Environmental RehabilitationOf A Nursery School In Palermo

M. La Gennusa; Giovanni Lascari; A. Mazzon; Gianfranco Rizzo; Gianluca Scaccianoce

A nursery school, belonging to the school park of the municipality of Palermo, is here considered for interventions regarding the rehabilitation of the indoor conditions and the renew of its energy performances. The intervention refers to a more general policy, adopted by the municipality of Palermo, devoted to the monitoring of the energy consumption in the public building stock: this action plan also contemplates the adoption of equipment and tools fed with renewable energy sources. Presently, the kinder garden here considered for the rehabilitation shows dramatic problems for the occupants, due to the severe indoor conditions induced by the high level of solar radiation entering the building through the large glazed surfaces. Moreover, acoustic (bad insulation from the outdoor urban noise) and lighting (glare events) problems have been verified inside the school. This determines a high level of complaints to the children and to the people working inside the building. This calls for a deep analysis of the present situation, in sight of an improvement of the energy, comfort and environment performances of the school. Energy Rehabilitation Of A Nursery SchoolIn Sicily: Winter And Summer Behaviours

M. La Gennusa; Giovanni Lascari; A. Mazzon; Gianfranco Rizzo; Gianluca Scaccianoce

Following a previous work, concerning the energy audit of a nursery school belonging to the public building park of the town of Palermo, some further analyses have been conducted. These mainly refer to the environmental performances of the school that are assessed with regards to different interventions involving the envelope (the glazed part, particularly) and the surrounding spaces. The interventions are hierarchised by means of suitable indicators concerning energy, environment and economy issues. Finally a simple graph is proposed that visually summarises these indicators for each proposed action.
