Starting out from the admonitions of the encyclical letter by pope Francis, this contribution aims to define the value of social agriculture as an instrument of integrated development of the territory able to foster, just for its own peculiarities, the creation of dense systems of relationships among the various stakeholders that operate in synergy for the local development of the territory and the creation, therefore, of shared capital. The analysis, through the first results of a case study involving various social agricultural enterprises that operate in the metropolitan area of Catania, has enables the quantitative and qualitative evaluation of the relationships that are generated between the various subjects that interact at the territorial level (network), using the methodology of Social Network Analysis (SNA).

In accordance with the multifunctional farms model, social farming activities are useful instruments to maintain sustainable competitive advantages in certain areas, as these made-to-order services are able to satisfy the needs declared and/or hidden of local communities. The authors claim that social farming activities can be a model of sustainable development for local communities through the construction of an effective relationships network that is able to involve the interested actors within the complex process of social services delivery. The Social Network Analysis has been used to measure the relationships created by the agrisocial farms belonging to a periurban area. The results show effectiveness of relationships network and an good level of cross sector collaboration among local actors. This relationships network is able to contributes also to local development.

The research illustrates the different organizational, functional and some possible impacts produced by productive districts with a majority agrofood character, as recognized under the L.R. n. 17 of 2004. Under current legislation the importance of these organizational forms of enterprises is high, because the productive districts could be the main actuators of regional development policies and, therefore, become an instrument for strategic planning and sectorial governance. The analysis is complemented by an empirical analysis on three productive districts, focusing on traditional sectors of agribusiness in Sicily, with significant reflections on the economy and employment in specific territories.

Planning regional politics and public interventions both at sectorial and territorial level, requires the presence of a regional governance which can provide straight orientation for the balanced development of the regional territory, which cannot disregard a comparative analysis, broadly speaking, of all the local governance tools. In fact, out of the very comparison of all the different governance tools present within the Sicilian regional territory, useful and interesting considerations came out the policy maker should pay attention to, in view of guaranteeing an equally-distributed public intervention in respect of the needs and excellences of the territories, and at the same time avoiding the linear distribution of the public financial resources. This work aims at spreading the first results of a research project oriented towards the analysis of new governance tools in relation to the evolutions of the national and community policies’ schemes.
