Reworking the metabolic rift: La Vía Campesina, agrarian citizenship, and food sovereignty

Amidst increasing concerns about climate change, food shortages, and widespread environmental degradation, a demand is emerging for ways to resolve longstanding social and ecological contradictions present in contemporary capitalist models of production and social organisation. This paper first discusses how agriculture, as the most intensive historical nexus between society and nature, has played a pivotal role in social and ecological change. I explore how agriculture has been integrally associated with successive metabolic ruptures between society and nature, and then argue that these ruptures have not only led to widespread rural dislocation and environmental degradation, but have also disrupted the practice of agrarian citizenship through a series of interlinked and evolving philosophical, ideological, and material conditions. The first section of the paper thus examines the de-linking of agriculture, citizenship, and nature as a result of ongoing cycles of a metabolic rift, as a ‘crucial law of motion’ and central contradiction of changing socio-ecological relations in the countryside. I then argue that new forms of agrarian resistance, exemplified by the contemporary international peasant movement La Vía Campesinas call for food sovereignty, create a potential to reframe and reconstitute an agrarian citizenship that reworks the metabolic rift between society and nature. A food sovereignty model founded on practices of agrarian citizenship and ecologically sustainable local food production is then analysed for its potential to challenge the dominant model of large-scale, capitalist, and export-based agriculture.

Farmers, foodies and First Nations: getting to food sovereignty in Canada

This paper examines how the concept and framework of food sovereignty has been incorporated in food policy agendas across diverse sectors of Canadian society, particularly in the work and discourse of the National Farmers Union, Québecs Union Paysanne, Food Secure Canada and movements for Indigenous food sovereignty. This analysis highlights both the challenges to conceptualizing food sovereignty and the tensions in defining inclusive policies that engage with food sovereignty at distinct, and often overlapping, scales. We critically assess how the ‘unity in diversity’ principle of food sovereignty functions in the Canadian context, paying particular attention to the policy implications of debates about the meaning of food sovereignty. What is most evident in examining the demands of a wide range of actors using food sovereignty language in Canada is a shared aim to reclaim a public voice in shaping the food system and a growing convergence around ideals of social justice, environmental sustainability and diversity. But, if food sovereignty is about fundamental transformation of the food system, it is yet in initial stages in this country.

Carbon Offsets and Inequality: Social Costs and Co-Benefits in Guatemala and Sri Lanka

The Clean Development Mechanism (CDM) of the Kyoto Protocol is designed to reduce global CO2 emissions while transferring technology and investment to developing countries. Little evaluation has been conducted, however, regarding the efficiency of outcomes and co-benefits or the social costs generated by carbon-mitigation projects. This article presents a comparative case study of two carbon-offset projects funded by fossil-fuel based power generation companies in the United States: the first forestry project funded explicitly to offset greenhouse gas emissions, in Guatemala, and the first rural solar electrification–carbon offset finance agreement, in Sri Lanka. We demonstrate that achieving offset targets and development-related benefits from CDM projects cannot be assumed, and that social equity can be negatively impacted by CDM-type projects. As such, future offset agreements and post-Kyoto climate negotiations would benefit from closer attention to issues of context, transparency, and social equity in order to minimize the social costs of carbon emissions trading.

Food sovereignty: an alternative paradigm for poverty reduction and biodiversity conservation in Latin America

Strong feedback between global biodiversity loss and persistent, extreme rural poverty are major challenges in the face of concurrent food, energy, and environmental crises. This paper examines the role of industrial agricultural intensification and market integration as exogenous socio-ecological drivers of biodiversity loss and poverty traps in Latin America. We then analyze the potential of a food sovereignty framework, based on protecting the viability of a diverse agroecological matrix while supporting rural livelihoods and global food production. We review several successful examples of this approach, including ecological land reform in Brazil, agroforestry, milpa, and the uses of wild varieties in smallholder systems in Mexico and Central America. We highlight emergent research directions that will be necessary to assess the potential of the food sovereignty model to promote both biodiversity conservation and poverty reduction.

Food sovereignty, food security and health equity: a meta-narrative mapping exercise

There has been growing policy interest in social justice issues related to both health and food. We sought to understand the state of knowledge on relationships between health equity—i.e. health inequalities that are socially produced—and food systems, where the concepts of ‘food security’ and ‘food sovereignty’ are prominent. We undertook exploratory scoping and mapping stages of a ‘meta-narrative synthesis’ on pathways from global food systems to health equity outcomes. The review was oriented by a conceptual framework delineating eight pathways to health (in)equity through the food system: 1—Multi-Scalar Environmental, Social Context; 2—Occupational Exposures; 3—Environmental Change; 4—Traditional Livelihoods, Cultural Continuity; 5—Intake of Contaminants; 6—Nutrition; 7—Social Determinants of Health and 8—Political, Economic and Regulatory context. The terms ‘food security’ and ‘food sovereignty’ were, respectively, paired with a series of health equity-related terms. Combinations of health equity and food security (1414 citations) greatly outnumbered pairings with food sovereignty (18 citations). Prominent crosscutting themes that were observed included climate change, biotechnology, gender, racialization, indigeneity, poverty, citizenship and HIV as well as institutional barriers to reducing health inequities in the food system. The literature indicates that food sovereignty-based approaches to health in specific contexts, such as advancing healthy school food systems, promoting soil fertility, gender equity and nutrition, and addressing structural racism, can complement the longer-term socio-political restructuring processes that health equity requires. Our conceptual model offers a useful starting point for identifying interventions with strong potential to promote health equity. A research agenda to explore project-based interventions in the food system along these pathways can support the identification of ways to strengthen both food sovereignty and health equity.

What Difference Does a Visit Make? Changes in Animal Welfare Perceptions after Interested Citizens Tour a Dairy Farm.

Citizens’ concerns about farm animal welfare are often dismissed on the assumption that they are not well informed about farming practices. We conducted exploratory surveys of interested citizens (n = 50) before and after a self-guided tour of a 500-head dairy farm. ‘Before’ survey questions explored perceptions, concerns, and values about dairy cattle farming and welfare, in addition to a short knowledge-based quiz on dairy cattle husbandry. An ‘after’ survey explored the extent to which these constructs shifted after the tour. Before, most participants correctly answered quiz questions about general feeding and housing practices, but scores were low on questions about specific practices such as cow-calf separation. Participants considered several elements as necessary for a ‘good’ life for dairy cattle: fresh food and water, pasture access, gentle handling, space, shelter, hygiene, fresh air and sunshine, social companions, absence of stress, health, and safety from predators. These elements reflect a diverse conception of animal welfare that incorporates values for physical and mental well-being, natural living, and humane care. The visit had a mixed effect on perceptions of whether dairy cows had a ‘good’ life, improving perceptions for a quarter of participants, worsening perceptions in a third, with no shift in the remaining participants. The visit appeared to mitigate some concerns (e.g., provision of adequate food and water, gentle humane care) while reinforcing or eliciting others (e.g., lack of pasture access, early cow-calf separation). Moreover, animal welfare-relevant values held by participants (e.g., natural living, care) appeared to play an important role in influencing perceptions of farm practices. These results suggest that education and exposure to livestock farming may resolve certain concerns, but other concerns will likely persist, especially when practices conflict with deeply held values around animal care.

A social–ecological perspective on harmonizing food security and biodiversity conservation

AbstractThe major challenges of improving food security and biodiversity conservation are intricately linked. To date, the intersection of food security and biodiversity conservation has been viewed primarily through an agricultural “production lens”—for example, via the land sparing/sharing framework, or the concept of sustainable intensification. However, a productionist perspective has been criticized for being too narrow, and failing to consider other relevant factors, including policy, equity, and diversity. We propose an approach that conceptualizes rural landscapes as social–ecological systems embedded within intersecting multi-scalar processes. Based on such a framing, empirical research can be more clearly set in the context of system properties that may influence food security, biodiversity conservation, or both. We illustrate our approach through a description of contrasting agricultural systems within Brazil’s Cerrado region. We emphasize the need for new empirical research involving systematic comparisons of social–ecological system properties in landscapes threatened by food insecurity and ecosystem degradation.

Financing the agrarian transition? The Clean Development Mechanism and agricultural change in Latin America

The food crisis of 2007–08 generated widespread global concerns about land consolidation and agricultural transition, with renewed attention on foreign land investments and growing global markets for meat and biofuels. As part of and alongside this process, agriculture and land-use projects registered in the Kyoto Protocols Clean Development Mechanism (CDM) continued to rise, representing almost a third of global projects and almost 50% of projects in Latin America. In this paper we conduct an analysis of the sustainable development claims of Latin American CDM projects, focusing particularly on their implications for land consolidation, regional food security, and agrarian justice. Our analysis suggests that in Latin America those benefiting most from the development and sale of carbon-offset projects have, to date, been large-scale corporations investing in industrial carbon projects such as large tree plantations, sugarcane, and large-scale, export-oriented livestock production. As such, we argue that the carbonization of agriculture through the CDM serves as a driver of ‘global green grabbing’ and that the scope and financialization of CDM projects in the agriculture and forestry sectors in Latin America may contribute to the maintenance of an agrarian system of ‘climate injustice’ rather than foster sustainable development across the region.

An emerging signature pedagogy for sustainable food systems education

Concerns are growing over the ability of the modern food system to simultaneously achieve food security and environmental sustainability in the face of global change. Yet, the dominant tendency within university settings to conceptualize and address diverse food system challenges as separate, disconnected issues is a key barrier to food system transformation. To address this fragmented approach, educators in North American institutes of higher education have begun new degree programs, specializations and certificates related to food systems. These programs, which we term sustainable food system education (SFSE) programs, have a common goal: to support post-secondary students across a range of disciplines in developing the knowledge, skills and dispositions to effectively address complex challenges in the food system. Graduates of these programs will be able to engage in collective action towards transforming the food system. As educators participating in flagship SFSE programs, we identify common pedagogical themes evident in SFSE programs, including our own. We then propose a signature pedagogy (SP) for sustainable food systems education. Signature pedagogies are conceptual models that identify the primary elements by which professional education in a specific field is designed, structured and implemented. On the basis of our analysis of SFSE programs, we identified systems thinking, multi-, inter- and trans-disciplinarity, use of experiential learning approaches and participation in collective action projects as central themes within a SFSE SP. By making these themes and their function explicit within a pedagogical framework, we seek to spur critical and creative thought regarding challenges of professional education in the field of sustainable food systems. Scholars and practitioners are encouraged to review, critique and implement our framework to advance the dialogue on SFSE theory and practice.

Cultivating climate resilience: a participatory assessment of organic and conventional rice systems in the Philippines

Climate change poses serious threats to agriculture. As a primary staple crop and major contributor to agriculturally derived greenhouse gas (GHG) emissions, rice systems are of particular significance to building climate resilience. We report on a participatory assessment of climate resilience in organic and conventional rice systems located in four neighboring villages in Negros Occidental, Philippines. The Philippines is one of the foremost countries impacted by climate change, with an increasing incidence of climate-related disturbances and extensive coastlines, high population density and heavy dependence on agriculture. Using the United Nations Food and Agriculture Organizations Self-evaluation and Holistic Assessment of climate Resilience of farmers and Pastoralists (SHARP) tool, we measured 13 agroecosystem indicators of climate resilience, and assessed the degree to which household, farm, and community mechanisms and outcomes impact adaptation capacity, mitigation potential and vulnerability. We used a participatory approach to situate these indicators in their socio-ecological context, and identify targeted interventions for enhancing climate resilience based on local farmer experiences and socio-ecological conditions. Comparison of climate resilience indicators across organic and conventional rice systems in this region indicated that organic rice systems are more climate resilient than their conventional counterparts. As such, increased policy support for the development of organic rice systems are critically important as an adaptive mechanism to augment food security, mitigate GHG emissions and improve climate resilience in the Philippines.
