While this may be a matter of custom and habit in other institutions, it is law in mine. I have, however, had the opportunity to read the papers of the other participants and have been impressed with the learning and insight they have brought to the various phases of the subject before us. They seem to be in general agreement that the children who are going to make us trouble are already born and, though the United States has not ratified the Genocide Convention, there is no available legitimate way to cut down the number. We must, therefore, face the grim problem of educating them. If the percentage of the age group who go to college continues to increase at the rate it has during the last fifty years, the pressure will be enormous and will require marked readjustments on the part of institutions of higher education.
