Purpose – The purpose of this paper is to develop a building performance (BP) rating tool concerning the health and safety risk of building users in higher educational buildings (HEB). This paper presents the findings of a preliminary survey, which is the establishment of performance-risk indicators (PRIs) as an initial construct for the development of BP rating tool. The construct items consist of three criteria as the main focus, namely performance element, risk frames and the indicators. Design/methodology/approach – This paper adopts a qualitative approach to achieve the outcome for the preliminary survey. The determinants of the indicators were preliminarily compiled from literature and previous established BP evaluation (BPE) schemes. Purpose There are rising issues with the delivery performance of the Malaysian low-cost housing since the occupants are inclined to perceive safety hazards. Among the safety issues raised during the occupancy period in the low-cost housing are structural instability and falling building fragments. Without defining the occupants’ requirements in the early housing development, it is hard to determine the prevailing safety factors. Hence, this paper emphasises the application of Post Occupancy Evaluation (POE) that incorporates participation from the occupants as a tool to assess the safety performance of the Malaysian low-cost housing. Higher education institutions (HEI) buildings are considered as key functional, as it generates environment, human and economic resources. Initially, growing students’ population with various learning activities has constituted risk emergence, green issues, inefficient of energy use and climate discomfort. To sustain the building efficiency, building performance evaluation plays a vital role to improve performance issues in HEI buildings. This paper presents the construct items of performance criteria, namely Building Performance-Risk Indicators (PRI) as the initial framework for the development of building performance rating tool.
