Abstract This research aims to utilize lapilli from the Mt. Baekdusan as environmently-friendly construction material. First of all, the neutralizing method for fabricating lapilli-cement-mixed bioblock was examined. And then, by use of the neuralized bioblock with microorganism for water purification, the growth inhibition effect against the pa thogenic coliform bacillus was evaluated.The result regarding growth inhibition effect on pathogenic coliform bacillus indicates that the pretreatment condition, which is a concurrent procession with aqueous solution of 10% di-ammonium Phosphate after water curing, led to pH degraded below 10 which was the target value. Therefore it was concluded that the method was effective on bio-block neutralization. The microorganisms purifying water and di-ammonium phosphate were detected through the examination for microorganism existence on the biobloc k, therefore it was concluded that the bioblock composed of l apilli and cement is abl eto be utilized in various structures as an environment friendly construction material. Integrated hazard mapping is one of the major problems today. Despite the need to utilize the hazard map for disaster prevention and disaster mitigation measures, we need to recognize that there is still lack of integrated mapping facilities today. In this study, a hazard information map`s utilization information and analysis were gathered and made in order to provide an integrated development plan for the resulting standard visualization model. This study is expected to contribute to disaster recovery and the amount of life and property damage due to flooding.

The storm and flood insurance is currently growing as a national disaster management insurance against natural disasters. In current storm and flood insurance rate system, however, weighted rates for the sources of natural disasters (flood, wind, snow etc.) are not only considered, but also single insurance rate is applied to a total of 229 cities and districts without considering regional risks. In the present study, therefore, different insurance rates according to the sources of natural disasters, reflecting regional risks, were estimated and finally reasonable weighted rates were proposed based on the estimated results.

Generally, the rate making is made by the fundamental principle that it should be fairly differentiated in accordance with risk magnitude of insured objects. But the natural insurance is currently rated by city, country and district, which are recognized as rating units and it does not provide any reasonable discriminatory based on risk magnitude. Therefore, only those who possess the high-risked objects of insurance are strongly likely to be insured and it may also cause the problem of adverse-selection. To solve this problem, the single rate of current city, county and district is specified by six zones, depending on the size of inundation depth, as the homogeneous risk. It then suggests another way of calculating the rate making by using insurable value and loss cost of the zonal object of insurance. Then this study applied this method into calculating the zonal rates of Buk-Gu of Ulsan metropolitan city, and so on. Through making a comparison single rate with zonal rate, we confirmed the actual applicability of using this study.

Generally, it is a fundamental principle of the rate making which should be fairly discriminatory in accordance with risk level of insured objects. However, the current greenhouse(vinyl greenhouse) insurance is estimated and applied by a single rate of current city, county and district unit and it is not fairly discriminatory by the risk level of greenhouse(vinyl greenhouse). In this case, only farmers who possess the high-risk greenhouse(vinyl greenhouse) are likely to be insured and it may cause an adverse selection problem. Therefore, this study classified the current single rate of city, county and district into four rating units, depending on the degree of risk of greenhouse(vinyl greenhouse) and also calculated a mean damage ratio in each class. It suggested a differentiated rate method, applying the calculated mean damage ratio. As using the method in this study, it calculated rates of Andong-si, Gyeongsangbuk-do and four other city, county and district units. It confirmed the actual applicability of the method through making a comparison analysis of the single rate.
