The concept of the “smart city” has recently been introduced as a strategic tool to encompass the modern functioning processes of urban development and, in particular, to highlight the importance of Information and Communication Technologies (ICTs) for developing competitive and sustainable of a city. The present paper aims to shed light on the often still elusive definition of the concept of the “smart city” and tries to define a new reading of the “smartness” of a city that includes the size of the equity as a parameter to (re)definition of the International and European rankings of smart cities. In detail, the classifications made by Boyd Cohen’s of Top Ten Global Smart Cities and Top Ten Smartest European Cities based on the metric of “Smart Cities Wheel” of Vienna Polytechnic will be reinterpreted according to the values of the Equity City Index, compiled by the UN-Habitat 2012. Finally, comparing the two dimensions (smartness + equity) will be presented different possible models of Smart-Equitable Cities and policies.

A “smart city” is generally meant as a technologically advanced cities, capable of joining “competitiveness” and “sustainability”, by integrating different dimensions of development (economic, mobility, environment, people, living and governance), becoming self-sufficient. A broad definition that suggested different and varied visions, from which are derived identification systems and different classifications of Smart cities.

In this paper we verify the possibility of implementing a regional comparative analysis between two systems, the State of Rio de Janeiro and the Campania Region. Primarily, we defined the boundaries of analysis area. Then, we will provide a comparison of the hierarchical structure of the two systems of cities, applying the rank-size distribution or Zipfs law on the top 15 cities of each one. Finally, we will analyze the specificity of each system and the metropolitan areas of Rio de Janeiro and Naples.

The paper introduce the rapid development of the “smart city” concept and its different meanings through a critical review of main bibliographical references: from the original concept of intelligent, digital and creative city, to the recent one of human smart city and SENSEable city, until to the integrated approach, who reads the “smartness” as condition for a continuous and ongoing process of growth and innovation [35].

The diffusion and easy access to geographic and computer equipment has revolutionized not only the models of communication, but also the techniques of production and diffusion of geographic information, combining more and more objective dimension of knowledge with that subjective and perceptive. At the same time, through the Virtual globe (Google Earth, GPS, etc.) or the so-called Volunteered Geographic Information (Wikimapia, Open street map, Google My Maps, etc.) also the spatial dimension of knowledge has found new life in the world of digital communication and Web 2.0.

Il contributo intende offrire spunti di riflessione sul legame tra cinema, creativita e pratica turistica nei processi di valorizzazione e promozione (cine)turistica che interessano, in particolare, le destinazioni minori. A tal fine, viene presentata l’esperienza dell’ Irpinia in cui l’autenticita dei luoghi e le aspirazioni di pochi illuminati con l’amore per la “Settima arte” hanno, fin da inizio Novecento, ispirato diversi progetti cinematografici che, mescolando suggestioni reali con effetti virtuali, hanno proposto una trasposizione della cultura e dei costumi, delle tradizioni e dei modi di vivere dell’Irpinia. Un binomio, quello tra il Cinema e l’Irpinia, che ben presto trasforma Avellino, a quei tempi uno dei capoluoghi piu poveri e sperduti d’Italia, nella capitale mondiale del cinema neorealistico; capace di incidere attivamente sull’arretratezza tipica delle realta meridionali. Il contributo, a partire da un’analisi delle piu celebri pellicole girate in Irpinia, rilegge dunque il legame tra Cinema e territorio alla luce delle esperienze di progettualita in corso che vedono nel cine-turismo una possibile forme di sviluppo locale da valorizzare. The objective of the paper is to make a reflection on the relationship between cinema, creativity and practical tourism in the processes of development and promotion of cinetourism which affect, in particular, the minor destinations. To this end, the experience of Irpinia is presented, where the authenticity of the places and the aspirations of a few enlightened by love for the “Seventh Art” has, since the early twentieth century, inspired several film projects, mixing suggestions real with virtual effects film, have proposed a transposition of the culture and customs, traditions and ways of life of Irpinia. A combination between the cinema and Irpinia which transforms Avellino, at the time one of the poorest and remotest provincial of Italy, the world capital of cinema neorealist; able to influence actively on backwardness typical of southern reality. The contribution, through an analysis of the most famous films shot in Irpinia, reads the link between cinema and territory based on the experience of existing projects that see in cine-tourism possible forms of local development to be enhanced.

From several years, the policies of management of the coastal and, in particular, of waterfront areas - considered as an area on the border between land and sea - appear increasingly as an innovative tool for regeneration and urban transformation, pushing for a critical reflection on future of port cities. The paper, through a comparison between the processes, policies and planning in two important port cities of Southern Italy (Taranto and Naples), aims to investigate and verify: if and how is changed the nature of the relationships between the port and the city; what were the choices of port planning in the past and what the characteristics of the new model of port planning; what are the impacts and opportunities at the base of a new approach in urban-port planning.
