Social media adoption and resulting tactics in the U.S. federal government

Abstract In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.

A Framework for Interpreting Social Media Interactions in the Public Sector

Abstract Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.

The social media innovation challenge in the public sector

The use of social media applications has been widely accepted in the U.S. government. Many of the social media strategies and day-to-day tactics have also been adopted around the world as part of local Open Government Initiatives and the worldwide Open Government Partnership. Nevertheless, the acceptance and broader adoption of sophisticated tactics that go beyond information and education paradigm such as true engagement or networking strategies are still in its infancy. Rapid diffusion is challenged by informal bottom-up experimentation that meets institutional and organizational challenges hindering innovative tactics. Going forward governments and bureaucratic organizations are also facing the challenge to show the impact of their social media interactions. Each of these challenges is discussed in this article and extraordinary examples, that are not widely adopted yet, are provided to show how government organizations can potentially overcome these challenges.

Networks in Public Administration: Current Scholarship in Review

Abstract Network-focused research in public administration has expanded rapidly over the past two decades. This rapid growth has created come confusion about terminology and approaches to research in the field. We organize the network literature in public administration using compact citation networks to identify coherent subdomains focused on (1) policy formation, (2) governance and (3) policy implementation. We trace how these domains differ in their approach to defining the role of networks, relationships and actors and to what extent the articles apply formal network analysis techniques. Based on a subsequent content analysis of the sample articles, we identify promising research avenues focused on the wider adoption of methods derived from social network analysis and the conditions under which networks actually deliver improved results.

Searching for Answers: Networks of Practice Among Public Administrators

How do public administrators find information about the problems they confront at work? In particular, how and when do they reach across organizational boundaries to find answers? There are substantial potential obstacles to such searches for answers, especially in a system of decentralized governance such as the U.S. government. In this article, we examine the alternative mechanisms within the public sector that compensate for this dispersion of expertise, focusing on knowledge sharing across public DNA forensics laboratories. In particular, we propose that the emergence of informal interpersonal networks plays an important role in providing access to necessary expertise within a highly decentralized system. Our findings point both to the need for further research on knowledge sharing networks within the public sector as well as practical implications around the value of investments into facilitating the creation and maintenance of networks of practice.

Opening Government

Open government initiatives in the U.S. government focus on three main aspects: transparency, participation, and collaboration. Especially the collaboration mandate is relatively unexplored in the literature. In practice, government organizations recognize the need to include external problem solvers into their internal innovation creation processes. This is partly derived from a sense of urgency to improve the efficiency and quality of government service delivery. Another formal driver is the America Competes Act that instructs agencies to search for opportunities to meaningfully promote excellence in technology, education, and science. Government agencies are responding to these requirements by using open innovation (OI) approaches to invite citizens to crowdsource and peer produce solutions to public management problems. These distributed innovation processes occur at all levels of the U.S. government and it is important to understand what design elements are used to create innovative public management ideas. This article systematically reviews existing government crowdsourcing and peer production initiatives and shows that after agencies have defined their public management problem, they go through four different phases of the OI process: (1) idea generation through crowdsourcing, (2) incubation of submitted ideas with peer voting and collaborative improvements of favorite solutions, (3) validation with a proof of concept of implementation possibilities, and (4) reveal of the selected solution and the (internal) implementation of the winning idea. Participation and engagement are incentivized both with monetary and nonmonetary rewards, which lead to tangible solutions as well as intangible innovation outcomes, such as increased public awareness.

Social media institutionalization in the U.S. federal government

Abstract Social media adoption changes the existing organizational technology paradigm of public sector organizations. This paper explains the internal decisions that are necessary before new technologies can be used to support the strategic mission of a government organization and which behavioral and technological changes are integrated into the organizations standard operating procedures. This is an important theoretical contribution, because social media technologies are developed and hosted by third parties outside of government, with governments role limited to reactively evaluating their internal needs, strategic alignment, and existing routines. Evidence from qualitative interviews with social media directors in the U.S. federal government and a digital ethnography of their online practices expand the existing theory of social media adoption by adding two distinct activities: strategic alignment and routinization which lead to the institutionalization of new technologies.

A framework on the emergence and effectiveness of global health networks

Since 1990 mortality and morbidity decline has been more extensive for some conditions prevalent in low- and middle-income countries than for others. One reason may be differences in the effectiveness of global health networks, which have proliferated in recent years. Some may be more capable than others in attracting attention to a condition, in generating funding, in developing interventions and in convincing national governments to adopt policies. This article introduces a supplement on the emergence and effectiveness of global health networks. The supplement examines networks concerned with six global health problems: tuberculosis (TB), pneumonia, tobacco use, alcohol harm, maternal mortality and newborn deaths. This article presents a conceptual framework delineating factors that may shape why networks crystallize more easily surrounding some issues than others, and once formed, why some are better able than others to shape policy and public health outcomes. All supplement papers draw on this framework. The framework consists of 10 factors in three categories: (1) features of the networks and actors that comprise them, including leadership, governance arrangements, network composition and framing strategies; (2) conditions in the global policy environment, including potential allies and opponents, funding availability and global expectations concerning which issues should be prioritized; (3) and characteristics of the issue, including severity, tractability and affected groups. The article also explains the design of the project, which is grounded in comparison of networks surrounding three matched issues: TB and pneumonia, tobacco use and alcohol harm, and maternal and newborn survival. Despite similar burden and issue characteristics, there has been considerably greater policy traction for the first in each pair. The supplement articles aim to explain the role of networks in shaping these differences, and collectively represent the first comparative effort to understand the emergence and effectiveness of global health networks.

Open collaboration in the public sector: The case of social coding on GitHub

Abstract Open collaboration has evolved as a new form of innovation creation in the public sector. Government organizations are using online platforms to collaborative create or contribute to public sector innovations with the help of external and internal problem solvers. Most recently the U.S. federal government has encouraged agencies to collaboratively create and share open source code on the social coding platform GitHub and allow third parties to share their changes to the code. A community of government employees is using the social coding site GitHub to share open source code for software and website development, distribution of data sets and research results, or to seek input to draft policy documents. Quantitative data extracted from GitHubs application programming interface is used to analyze the collaboration ties between contributors to government repositories and their reuse of digital products developed on GitHub by other government entities in the U.S. federal government. In addition, qualitative interviews with government contributors in this social coding environment provide insights into new forms of co-development of open source digital products in the public sector.

Lending a helping hand: voluntary engagement in knowledge sharing

Knowledge is essential for the functioning of every social system, especially for professionals in knowledge-intensive organisations. Since individuals do not possess all the work-related knowledge that they require, they turn to others in search for that knowledge. While prior research has mainly focused on antecedents and consequences of knowledge sharing and understanding why people do not share knowledge, less is known why people provide knowledge, and what conditions trigger voluntary engagement in knowledge sharing. Our article addresses this gap by proposing a multi-level framework for voluntary engagement in knowledge sharing: individual, relational, group, and informational. We provide illustrations from a particular knowledge-intensive community, DNA forensic scientists who work at public laboratories.
